China's local performance management research has gradually developed in recent years,due to the entry of western performance management theory with the gradual growth and development of China's market economy.Performance appraisal began to be promoted from top to bottom in the land and resources system.From the initial pilot in some provinces to the present full-scale,performance appraisal has become a unique management system,and gradually formed its own characteristics.It has played a key role in improving the administrative efficiency and service level of the government land and resources departments.In accordance with the superior deployment and requirements,Land and Resources Bureau of Benxi City began to implement performance management since 2011,and gradually build a performance management system.This paper aims to put forward methods to perfect the performance management system of Land and Resources Bureau of Benxi City,make it more efficient,and create a typical case of land resource system performance management reform through practice to provide experience and practice for units within the system.The main contents of this paper are as follows: Summarize the development process of performance management theory at home and abroad,especially the theory of government performance management;analyze the functions and human resource structure of Land and Resources Bureau of Benxi City,and analyze the human resources and organization foundation of performance management;analysis existing performance management system to find the problems and analysis the causes of these problem;put forward some recommendations to rebuild Resources Bureau of Benxi City performance management system to ensure the smooth completion of the relevant work of the Council.This paper makes a comparative analysis of the functions and human resource structure of Land and Resources Bureau of Benxi City by means of theoretical research,questionnaire survey and systematic analysis,and sends out the questionnaire to carry out investigation and research,tries to present the basic situation of the bureau through the current situation and data analysis.This paper uses the performance management theory to analyze the existing performancemanagement system,find out the shortcomings,and analyze the causes of the problems.On the basis of the original performance management theory and the performance of the unit,the paper puts forward the methods to improve the performance management system of the Land and Resources Bureau of Benxi City:First,build a performance-oriented organizational culture,and create a culture atmosphere of performance management to provide theoretical support for the construction of performance management system;Second,adhere to the basic principles of performance management,which can point out the direction for the performance management,and insist on the original intention,do not deviate from the origin;Third,improve the existing performance management system,refine the five basic links,so that all links are closely linked to each other and promote each other;Fourth,provide a solid guarantee for the performance management system by strengthening the system construction.
