Analysis On The Transformation Of Township Government's Functions From The Perspective Of New Rural Construction

The township government is the grass-roots political power organization which is facing the farmers directly,it is the key to connect the country with the farmers and it also is an important force for carrying on the project of New Countryside Construction.The Report of18 th National Congress of CPC clearly point out that by 2020 we will reach our aim of constructed moderately prosperous society.The orientation of the functions of township government is related to the process of New Countryside Construction and the realization of the goal of building moderately prosperous society.The goal of New Countryside Construction has put forward new requirements for the orientation and performance of township government functions,that is providing public services for the New Countryside Construction.Therefore,we need to change the functions of township government to build a service government in order to achieve the goal of building moderately prosperous society in an all-round way.What the requirements of New Countryside Construction of township government function transformation of township government functions in China are? And what are they?What kind of factors lead to the emergence of these problems are?How can we solve these problems? What kind of the basis of these measures are?This paper put forward according to the problems,analysis of the way to solve the problems,using the method of literature research in the field of basic research,case analysis research method and field survey.Combined with the New Countryside Construction and building moderately prosperous,W town in Suixi county of Anhui Province is to be the example for the transformation of township government functions,and the analyze of the problems that exist,transformation of government functions under W town is not smooth,lack of public goods,the administrative instruction and administrative efficiency dependence on.Through field investigation combined with the analysis of the existing research we found that the position of township government functions is not clear.The fiscal power and administrative authority of the township governments is unbalanced.This makes the township government lack of the energy and fiscal power to protect the provision of public services,resulting in the lack of public goods.The pressure type administrative system makes the work of the government of the township government focus on the pressure index of the higher level,and then increase the dependence on the administrative order.Due to the pressure of the administrative system of the township government Focuing on the work pressure of the higher level,thereby increasing its dependence on administrative orders.Because of the reverse of the system,the original intention and the result of the administrative action of the township government deviate,which makes low administrative efficiency of the township government.Therefore,the countermeasures proposed in this paper include Countermeasures: standardize the village-town-county and then clear the functions of township government,the innovation of financial management and then the balance of rural financial authority and powers,deepening the reform of the administrative system and then breaking the pressure of the administrative system of township government pressure,promote the construction of the government system and to ease the reverse of the reverse of the system.I hope this research can provide valuable reference for the transformation of township government functions and the formulation of relevant policies.
