Research On The Innovation Of Urban Governance Model Based On Strong Town

With the rapid development of China's economy since the reform and opening up,China has achieved sustained and rapid growth of GDP,being the world's second largest economy achievements.However,the trouble including urban and rural problems,ecological and environmental problems,population problems and land problems is severely restricted and constrained by the further development of the national economy and society.The urban and rural development decision-making and development strategy including abolition of agricultural tax,urban and rural co-ordination,urban and rural integration,new urbanization,beautiful villages,the characteristics of small town construction and others are in order to resolve the city and rural development of the crux.At the same time,after a lapse of 37 years the reorganization of the"Central City Work Conference" is also about the urban development of co-ordination and top-level design from the central height.However,probing China's strategic of adjustment and co-ordination over the years,although the status of towns and the conquest of the city has increased,the overall emphasis is still on lack of attention.On the other hand,at the expense of resources and ecological environment and the use of demographic dividends and other means to reduce production costs in exchange for rapid economic growth has been difficult to follow.Factor investment and investment-driven growth have been unsustainable.Consumption pull and innovation drive are becoming the main focus of economic growth in the new era.Among them,through the reform of state-owned enterprises,the reform of the financial system,the reform of the population system and the land system,the reform of the decentralization and other aspects of the supply side,the reform has brought "dividend" to our country.At the same time,the domestic economic structure and institutional structure have been continuously adjustment and transformation.Among them,the reform of the administrative management system of the economically developed town,that is,the reform of the "strong town expansion power" has also promoted the transformation of the urban governance mode while solving the shortage of economic and social management rights of the strong town.However,due to the transformation of urban governance model promoted by the reform of the strong town,the urban government has been hampered,the imbalance between the county and the city,and the lack of coordination and coordination mechanism between the urban governance bodies.These problems have raised a new question:Where does the urban governance model transition develop?In view of this research,the reform of strong town expansion is regarded as the practice of central and local government to carry out a new round of decentralization,and the scale reconstruction process of urban area unit under the background of capital re-regionalization.In this context,with the help of the new public service theory,focusing on the transition from the urban government to the service-oriented government and the promotion of urban multi-center governance in two aspects of the establishment and transformation of the relationship between urban governance model,this research is based on research point.This paper expands the connotation of the urban governance model and constructs the theoretical framework of the research,namely,the governance of urban government,the governance of relations between the upper and lower levels of government,the governance of the relationship between the internal governance of the town.Taking the pilot town of the reform of the strong town in the Yangtze River Delta region as an example,this paper evaluates the implementation effect of the pilot town and summarizes the experiences,modes and problems of the pilot town in the urban governance mode by the questionnaire survey and the depth interview.On the basis of the theoretical framework of this study,through the analysis of the interests of urban government,urban residents,enterprises,non-governmental organizations and other governance interests and expenditure responsibilities,this paper establishes the main body of governance based on the "tetrahedron structure," model in order to explain the town's coordination mechanism between governance subjects..On the basis of this,this paper puts forward some thoughts on the innovation of urban governance model based on strong town expansion:the establishment of strong town expansion power of entry and exit mechanism,the protection of decentralization legitimacy;coordination of urban government internal relations,innovation of urban government governance model;coordination inter-subject relations,innovation the governance model of inter-governmental,government and enterprises,and governance;coordination relations between urban and rural,innovation grassroots governance model.The whole thesis contains about 42 000 words,35 pictures and charts.
