The Study On The Innovation Of Government Public Service Functional Performance From The Perspective Of Collaborative Governance

The public service function is the focus of government reform at this stage,its optimization and promotion help to meet the public demand,enhance the development motive force and promote the sustainable development of the society,is an important function that the government must perform.With the acceleration of social transformation,people's demand for public services has changed from single to multiple,from the survival to the pursuit of development,which leads to the failure of the traditional government public service functions,that is,the failure of a single government supply service model.At the same time,market players and social subjects who have grown up in the development of market economy will not only have higher demands on public services,but also hope to play their own role in the performance of public service functions.It is also in this context,collaborative governance has become the government should change from time to time,to carry out public service innovation research theoretical choice.Based on the theory of collaborative governance,this paper attempts to provide some ideas for the innovation of our government's public service function through localization of the theory application.In the course of combing and analyzing the development of our government's public service function,the article sums up the existing problems and causes,then,based on the in-depth interpretation of the theory of collaborative governance,it is concluded that the theory of collaborative governance is the inevitable choice to solve the defects of the current government public service functions to fulfill,and through the practical application of the theory of collaborative governance,we find a path tooptimize the public service function in line with China's realistic conditions-government-led,social coordination.This paper argues that the innovation research of the performance of government public service function in our country can be studied from five aspects: policy innovation,principal innovation,mechanism innovation,system innovation and tool innovation.The innovative value of the theory of collaborative governance in the government's public service function lies in the fact that it can take the people's livelihood policy as the direction and put the cooperation between the government and the market main body and the social subject into the market-oriented,socialized and strategic mechanism.Through the network of institutional innovation and information technology innovation,to overcome the government in the implementation of public service functions in the shortcomings,then,the high quality of the public service supply effect is achieved.The innovation of the government's public service function is a systematic project,which requires comprehensive theoretical research and necessary measures.Therefore,it needs to interact with clear functional orientation,changing related system,completing legal norms and the cultivation of cooperative subject steadily forward.
