Analysis On The Executive Power Of Institution In Promoting The Modernization Of National Governance

It is the ruling Communist Party of China(CPC)and the government that must constantly improve the level of governance and promote socialism with Chinese characteristics.Xi made the remarks while speaking at CPC Central Committee Party School on the comprehensive advancement of the reform,as demanded by the third plenary session of the 18 th Central Committee of the CPC.The idea of promoting the modernization of our national governance system and governance capacity,called the modernization of our national governance as a whole,is a new concept,a new idea and a new strategy.It was based on the experience of our national construction,reform and development by the ruling party since the founding of China.It also reflected new perspective about historic changing of the relationship between china and the rest of the world.The reform has entered a critical stage and a deep water zone after over 30 years.So,the more interactive it is,the harder problems we will meet.That means systematic,integral and cooperative solutions are needed.Compared with reasonable national system and its design,execution shows much more importance to the modernization of our national governance.The value of the institution lies on the execution.It is focused on the theme of enhancing the executive power of the institution in this paper.From the perspective of politics,management and Sociology,the methodology included comprehensive institution analysis,theoretical analysis,and comparative analysis and so on.The paper has carried out some analysis and exploration about why the power of execution is influenced and how to improve.This subject started with the research of current studies,relevant theories and case analysis,which shows a great significance.It defines and explains the concept and characteristics about modernization of national governance and executive power of institution,which shows great significance on the Four-Pronged Strategy and realization of modernization.The reality is that there is a set of relatively perfect institution that functions well and optimizes structure continually.Meanwhile,issues also exists when execution,such as partial execution,selective execution,execution with lower standard,abnormal execution.Here are several reasons about why executive power is weak.First,some parts of institutions are not reasonable or executive enough during design.Also,rules couldn't be abided well without much public participation and sufficient argumentation.Second,some contents of institutions are obsolete or in short supply and innovation.Third,the executors with lack of identification and incapability may produce negative attitudes.Fourth,the mechanism of supervision is not perfect.Fifth,the mechanism of incentive is deficient.Situations like overcorrection and inadequate correction worsened.Sixth,the environment of execution deteriorates.The law-abiding culture is insufficient while the interpersonal relations are crucial and prevalent.The officialdom standard and the hidden rules also restrict a lot.To solve these negative matters effectively,the following measures must be taken.First,rules should be set up scientifically,rationally and impartially.We need lay emphasis on thoughtful,convenient and accountable regulations.Second,improve the ability and quality of the executors.Correct attitude and enhance identity so that leaders can set positive examples.These help to generate coordination.Third,by strengthening punishment and incentives,scientific and reasonable mechanism should be established and improved.Fourth,mechanism of monitoring and evaluation need to be founded through adopting the big data.We should concentrate on supervision and accountability with timely assessment and response.Fifth,environment of excellent traditional culture ought to be planted,especially those active and initiative factors.
