The 13 th Five-Year Plan points out that "We should build a social management pattern of sharing the whole people and realize the benign interaction between the government and social regulation and residents' autonomy,strengthen and improve rural social governance,improve the rural public security prevention and control system,and promote the peaceful rural construction.” Based on maintaining the fundamental interests of the people,social governance can effectively prevent and resolve social contradictions.To stimulate the vitality of social organization,the government should actively cultivate social intermediate force and innovate the social organization management system.Social governance of the township government as an important part of the grassroots governance system is not only related to the stability and development within the jurisdiction of the region,but also affects the process of building a harmonious society in China.To strengthen social governance of the township government is to promote the development of rural economy,to maintain the harmonious and stable needs of the township,to meet the needs of urban and rural integration,and to promote national governance system and modernize the needs of governance.In the face of the mutual game between different stakeholders,the contradictions and conflicts in the rural society have been constantly emerging.The original social management mode of the township government has obviously failed to adapt to the rapid transformation of the economy and society,and cannot meet the requirements of the development of new rural communities.Innovation and perfection,reconstruction of new township social governance model can achieve effective management of the township government.Heilongjiang Province is a large agricultural province,and thus "the urban-rural gap","the three rural issues",and "rural-urban pension differences" are more prominent.The provincial government attaches great importance to social governance of the rural grassroots,and actively take measures to implement the relevant spirit of the central government at the same time,in close connection with the actual situation in Heilongjiang Province,and constantly promote social governance innovation.The formation of "1+3+N" integrates service management model,in respect of rural democratic elections,democratic decision-making,and democratic management at the same time.The township government actively guides the governmental departments,social organizations,enterprises and other diverse entities involved in the village social governance.It is of great theoretical and practical significance to study social governance of the township government in Heilongjiang Province scientifically and systematically.In the course of the study,the theories of public management,administration,political science,sociology and economics are synthetically applied,and social governance of the township government in Heilongjiang Province is systematically analyzed.Based on the polycentric governance theory,new public service theory,public participation theory and cooperative governance theory,this paper uses the methods of literature analysis,case study,depth interview and data analysis to combine theory with practice,and conduct qualitative and quantitative research.This paper studies the background of social governance,research status and so on,to identify the current social management of townships in Heilongjiang Province,and evaluate the social management capacity of township government in Heilongjiang Province.Moreover,it analyzes the development trend based on the data,combines domestic and foreign grassroots government social management practice experience,and puts forward a proposal to strengthen social governance of the township government.This paper analyzes the present situation,existing problems and challenges of the social governance of the township government in Heilongjiang Province under the premise of comprehensively arranging the background of the social governance and the domestic and foreign research results.This paper constructs the evaluation index system of the social management ability of the township government,uses the data statistics and an in-depth interview to obtain relevant data,and analyzes the changing trend of the social management ability of the township government in Heilongjiang Province.On the basis of analyzing the practice of advanced social governance in Japan,France,Guangdong Province and Zhejiang Province,this paper summarizes its useful enlightenment and reference value for social governance of the township government.In view of the problems in the process of social governance of township government in Heilongjiang Province,it sets forth from three aspects—the transformation of government functions,innovative social governance methods,the release of social participation—to strengthen the township government and thus present effective social governance countermeasures.
