A Study Of The Reform Of Administrative Approval System In Nantong

Administrative approval is an important way and means for the government to manage economic and social affairs,and to perform government's functions.However,problems such as excessive administrative approval intervention,over management,over-emphasis on examination and approval,poor supervision,high administrative costs as well as corruption are becoming more and more prominent.Promoting the reform of administrative approval system has become the most important task in the process of comprehensively deepening reform.Through making reasonable definitions of relevant concepts and making an in-depth analysis of theories of "service-oriented government","market failure" and "government performance",this thesis firstly proves the necessity of the existence and reform of administrative approval system,and further clarifies the objectives,theoretical foundation as well as the path of the reform.This paper makes a review and summary of the reform work of administrative approval system in Nantong since 2001.Furthermore,effectiveness and deficiencies existing in Nantong's administrative approval system reform are carefully analyzed.The author finds that there exist a lot of problems in terms of goals implementation,matching and coordination policies,as well as supervision and regulation,which reflects the underlying reasons in the process of advancing reform such as the lack of deep understanding and the game of interests.In view of the existing shortcomings and shackles,the author draws lessons from domestic pioneers and proposes a series of specific,constructive and workable ideas.It's suggested that strengthening top-level design,enhancing support system and optimizing relevant supporting mechanisms are essential for the further reform of administrative approval system.
