A Scientific Research On The Supervision Of Chinese Government Network

From April 20 th,1994,China formally accessed to the Internet,it has formed a network regulatory system which is led by government absolutely.The government's functional departments,to a certain extent,maintain the security of the network operation,within the scopes of their powers limit,by means of utilizing administrative power,introducing a large number of regulatory measures.In the government dominated regulatory system,the large government departments do the action of intervention compulsorily,which leads to the undesirable results of overlapping functions and existing several centers to release demand.At the same time,the themes of the social sector and public participation are excluded for the reason of subjecting to the government's forceful management.Under the background of entering the special era whose theme is “shared enjoyment,shared governance”,the defects of the China government's effective supervision system has revealed,it can't meet the demands of the effective supervision and lag behind the pace of the network supervision.On the basis of literature review,this paper defines the basic connotation,the basic requirements and objectives of the government network science,and confirms the scientific research scope of government network supervision.In the analytical framework of scientific concept,through the analysis of some typical network events and the current status of Chinese government network supervision,with the spurs of the past "control" concept and the "power equals profit" thinking,the government's regulatory authority to hold the management power,is the radical cause of network supervision problem.Based on an in-depth analysis of the causes,starting from the Chinese situation in governance theory,puts forward the specific strength of the way to scientific network supervision,from the top-level design,supervision idea,supervision subject,supervision mechanism,supervision mode,supervision technology and international strategy,forming a good situation of network governance,implement the scientific target of network supervision.This paper is divided into four chapters.Chapter one is introduction.Through the introduction of the research background,current status,ideas,methods and related concepts,this paper establishes the foundation of the research.The second chapter is the scientific summary of government network supervision.This paper introduces the connotation,the basic requirements and the targets of the scientific supervision of government network,and establishes the research ideas and scope of this paper.The third chapter is the analysis of the current status of Chinese government network supervision.Hackles the course of Chinese network supervision and administration,summaries the main problems Chinese government network supervision through the analysis of the typical cases of Wei Zexi,Xu Yuyu and so on.The fourth chapter is the realization of the scientific ways of Chinese government network supervision.At the basic of improving the top-level design,promoting the supervision system and the concept of innovation,implementing the legalization of supervision,innovating supervision mode,constructing large data management platform,promoting global cooperation and other aspects of the government network,the government can catch up of concrete ways for Chinese scientific network supervision.The last part summarizes the full text of the study and point out the shortcomings of the study as well as the difficulties in the practice of scientific of Chinese government network supervision.As to the perspective of research,this paper puts forward the notion of scientific concept of government network supervision,and discusses the extension of scientific supervision along with the promising prospect presenting in the near future.This is a constructive framework and the logical origin of this paper.In terms of the research methods,this paper adopts the methods of reading literatures,making investigations,analyzing and comparing cases,etc.And it provides support for the demonstration of Chinese supervision characteristics,government network supervision problems and puts forward specific strategies.When it comes to the research viewpoints,this paper argues that the main reason of the Chinese network supervision problem roots in the pattern of Kowloon flood regulation.In short,we should,on the prediction of abiding the rule of law supervision,change the control of the regulatory philosophy,construct the collective governance pattern by the government,the private sector and the citizens,implement the systems of the negative list,network real name system and network credit system,standardize the access mechanism,advance the innovation of supervision mode to realize the self-discipline gradually,utilize the big data to integrate cyber source and to build the monitoring platform,promote global governance of government network.By fulfilling the measures above,we can build a set of unique network monitoring system to achieve scientific network monitoring.
