Research On The Administrative Efficiency Of The Administrative Service Center Of The Prefecture Level Cities In Central Region Of China

As a result of Chinese political restructuring,although there are lots of twists and turns in the process of its establishment and development,administrative service center still has made some achievements in the effectiveness of the building,and also has been an important part in promoting democracy and civilization.Due to the geographical location,the economic development of central region is lagging,and the level of political and cultural development lag behind the eastern region.In such political environment,the effectiveness of the construction of the administrative service center has played an important role in promoting the government's managing ability.The administrative service center of prefecture-level city connect the administrative service center of provincial,district-level and the street(town),community(village)public service station.In the deeply reforming of our administrative approval system,the construction of administrative efficiency of administrative service center has played an important role.Therefore,enhancing the administrative efficacy of the central region administrative service center,not only can promote its own governance capability,but also can promote the social development of the central region.This paper is based on summarizing the operation status of 80 administrative service centers of prefecture-level city in the central region.Nanyang administrative service center is the research object,based on theoretical study and field discuss,analyze the condition of the administrative efficacy of Nanyang administrative service center,reserch the real problems,and then find the resonses,propose means to improve administrative efficacy.During the analysis,we found that the problems of the Nanyang administrative service center are the failed institutional expansion,lack of standard of organization and management,restriction of government transparency.And then,analyzing the reasons from the insufficiency of system restriction,the fuzzy location on low,the constraints of management system,the lag of administrative theories,and the restrict of information technology means.In the end,based on the analysis of the reasens,the paper puts forward the countermeasures to improve the administrative efficacy of the administrative service center of the prefecture level cities in central china.
