An Analysis Of The Campaign To Eliminate Counter-revolutionary In Jiangbei County From 1955 To 1958

Based on the judicial precedents of Jiangbei court in Chongqing from 1955 to 1958,this paper studies the implementation and the reflection of the campaign to eliminate counter-revolutionary in Jiangbei County of Chongqing.Firstly,this paper mainly introduces the background of campaign to eliminate counter-revolutionary group,shedding light on the situation in China at that time through the analysis of international environment,domestic factors,theoretical origins and domestic counter-revolutionary situations.China entered a critical period of socialist transformation in 1955.At that time,it was frequent that counterrevolutionaries did some damage to socialist construction and socialist transformation.In rural areas,they rumored to undermine agricultural cooperative movement,which was more serious in cities and aroused mass unrest in public.There were a number of hidden counter-revolutionaries infiltrating into state organs,people's organizations and the Communist Party and Democratic parties.In order to safeguard the interests of state and people and the stability of society,the Central Committee of the Communist Party of China formulated a series of principles and policies,laws and regulations to guide and standardize this anti-movement.Secondly,this paper analyzes the specific situation of each principle and policy,law and regulation.This paper brings to light the social effects of each policy and law at that time through specifically analyzing the implementing situation of “the regulations for suppression of counterrevolution”,“the interim measures on controlling counterrevolutionary”,the principles of seriousness and discretion,the policy of “kill fewer,kill carefully” and the policy of “combining punishment with leniency”,respectively,so as to provide comprehensive awareness of the campaign to eliminate counter-revolutionary.Thirdly,this paper analyzes the implementation of the campaign to eliminate counter-revolutionary in Jiangbei County from 1955 to 1958,specifically exploring the implementing results of “the policy of combining punishment with leniency”,“the regulations for suppression of counterrevolution” and “the interim measures on controlling counter-revolutionary”.Fourthly,this paper,based on the first three parts,reflects on the implementing consequence and lessons of the campaign to eliminate counter-revolutionary in Jiangbei County from 1955 to 1958.Jiangbei County suppressed the arrogance of counter-revolutionaries,cleared a number of counter-revolutionaries in society and achieved the final victory.Before the development of anti-movement,the domestic situation was very unstable,and a large number of counter-revolutionaries waited for sabotage activities,however,social security improved significantly,counter-revolutionary forces were basically eliminated and criminal crime rate dropped dramatically after the anti-movement.The above are the achievements of the campaign to eliminate counter-revolutionary,but there were Left and Right errors in this campaign.This unstable phenomenon mainly took place in the juncture of struggle situation transformation,indicating that the situations that we grasped were not profound enough and the implementation of the central government's policy was not stable enough.In addition,strong public opinion brought great trouble to judicial trial work in the process of carrying out mass line,thus affecting the court's independent trial.In conclusion,experiences in this campaign can provide a certain reference to improve and optimize the judicial system of our country.
