The Research Of Optimizing Party-masses Relationship During The Period Of Comprehensively Deepening Reform

In this paper,author analyzes party-mass relationship of different historical stages since the birth of CPC,especially from the Third Plenary Session of the 11 th Central Committee of the CPC to the 18 th National Congress of Communist Party of China.In this paper,author combings measures in which new session of Party Central Committee solve those problems of party-mass relationship since the 18 th National Congress of Communist Party of China.And in this paper,author generates some ideas for further optimizing the party-mass relationship of the period of comprehensively deepening reform according to the relevant theoretical knowledge and practical experience.In summary,this paper has the following viewpoints:Firstly,Party-mass relationship is not only a kind of static relationship between party and public,but also a kind of metabolic,developmental relationship.During the period of comprehensively deepening reform,the groove of Party-mass relationship is still“fish and water”relationship,“blood and meat” relationship,“master and servant” relationship,and“teacher and student”relationship,so CPC should maintain and develop these relations industriously.Secondly,since the birth of CPC,there are some differences for these Party-mass relationship conditions in different historical stages of our country.The party-mass relationship of revolutionary and war years was very close;During the socialist transition period,the party-mass relationship was reinforced and developed;During the period of all-round socialist construction,the party-mass relationship developed with difficulties;"Cultural revolution" period,the party-mass relationship suffered serious damages;From the period of reform and opening up to the 18 th Central Committee of the CPC,the mainstream of the party-mass relationship is good,positive and healthy,but there is also some tributaries problems which cannot be ignored.For example,mass disturbances happen frequently;Ideological estrangements between CPC and masses exist to some extent;It is diminished that the prestige of CPC organizations at the grass-roots level;Formalism,bureaucracy,hedonism,and extravagance are still exist.Thirdly,Since the 18 th Central Committee of the CPC,in the face of these problems of party-mass relationship accumulating chronically,new session of Party Central Committee has been making active explorations of practice: struggling against corruption using unprecedented measures,formulating and implementing seriously “the eight rules of the CPC Central Committee ”,carrying out energetically the campaign to study and practice the mass line of the CPC,carrying out “Three Stricts and Three Steadies”,carrying out "learning Constitution Party regulations,speech science series,a Qualified Party",deepening civilian reforms,which solves these problems of party-mass relationship accumulating chronically to a large extent,so party-mass relationship is optimized vastly.Finally,author makes the following thinking for further optimizing the party-mass relationship of the period of comprehensively deepening reform: pay more attention to this issue sequentially.Intensify the legal guarantee for the construction of party-mass relationship.Strengthen “ the unspoken rules within CPC ” control.Optimize constantly the level of mass work of CPC.Meet the various needs of the masses constantly.These ways may be beneficial to optimize further the party-mass relationship of the period of comprehensively deepening reform.
