The Forming Mechanism And Coutermeasures Of The Illegal Constrution In Urban Village

It is a long standing issue of the illegal construction forming and obstructing the development of the city in our country.Accompanied by the acceleration in urbanization,there is a special zone,"urban village",forming in many cities.Various illegal buildings,constructed in these areas,are not only sullying the image of the city and obstructing the implementation of the policy on urbanization,but also squandering the public resource,and even posing a threat to the social security.On this account every level of administration and city governor had attached much significance to this issue,already taken plenty of measures and implemented a series of policies for solving the problem,but failed to get the root of this issue.Among the existing literature on the administration of the illegal construction,there are various research of studying from the standpoint of law,the illegal building in suburban districts and rural areas,etc.Illustrated by the case of X district of Hangzhou city,in this article,the writer is trying to discuss the forming mechanism and countermeasures of the illegal construction from the perspective of government under law and theory of public administration.There is an expectation of building a scientific stratagem to strengthen the legality and practicability of the administration.This provides reference to governance of the illegal construction in our country.This article is composed of four parts.The first chapter includes the definition of the illegal construction and urban village,and expounds the related theory;The second chapter analyzes the case of the reconstruction of urban village in X district of Hangzhou city,and enumerates the features;The third chapter illustrates the function of the illegal construction in urban village with detriment to surroundings,and analyzes the forming mechanism;The fourth chapter discusses the stratagem of administrating the illegal construction in urban village and propose countermeasures,for instance,identifying the illegal construction,intensifying the governance,improving the administration system,protecting the civil rights,etc.And the cogitation on the civil rights is the innovation of this article.
