The scheme of performance evaluation for public servants, introduced by Chinese government, has gained some positive results, but it has some flaws practically. It is popular topic in modern government department management now that which method is good for evaluating their employees' performance. The Balance Score Card (BSC), as a widely-used tool for evaluating performance in profit-making organizations, may give some enlightenments to improving the rationality, systematicness, and one-sidedness with its emphasize in balance, long-term orientation and comprehensiveness. Therefore, it is significant theoretically and practically to investigate upgrading performance evaluation in government departments through BSC. The essay will take General office of Municipal Party Committee of Harbin as an example,to demonstrate the feasibility on one side,and design a whole set of performance systems and implementation scheme for this entity on the other side.The research contents of the essays include: (1) To demonstrate current study and practice in China and western countries regard to applying the Balance Score Card. (2) To give a literature review about the performance evaluation and BSC theory, laying the foundation for the following empirical study. (3) To analyze the current situation, problems and underlying causes in General office of Municipal Party Committee of Harbin. (4) To discuss the inherent coherence and agreement between BSC and performance evaluation for government departments. (5) To build the performance evaluation system for General office of Municipal Party Committee of Harbin, including strategy and goal setting, indication redesign, weight calculation,and standard formulation. (6) To formulate a plan to introduce and implement based on the above scheme. (7) To summary the critical problems and safeguard measures to improve the evaluation approach.The research results will help expand and develop the BSC theory, and give another angle of view about enhancing the performance evaluation in government departments.
