Study On Resettlement Relocation Of Flood Control Project In The Lower Yellow River

The immigration of country area especially the engineering one is a troublesome question. Because this question is not only refer to the economy area, but also refer to the whole society's economy and legal fields. The most important thing is that the way we handle this links to the stability of our society, no matter the local stability or the area stability. The immigration of the lower reaches of Yellow River which is caused by the flood control engineering is obviously not ungrudging. The author analyzed the real cases which is the accommodation caused by the flood control of the lower reaches of Yellow River to deeply dig out the function of strategy in the planning work from the public management view and economy view. Based on the papers, data and researches, the author estimated the using environment and the result of the strategy and gave some suggestions to referring departments about how to locate the location and make policy to let them work.This action is aiming to provide some new thoughts about the immigration of the flood control of Yellow River engineering and South-to-North water diversion engineering.The first, second part discusses the background and significance and research status at home and abroad, describes the definition of project resettlement policy, the evolution of domestic and international engineering of immigration policy, and the application status of project resettlement policy described.The third part of this paper is the focus of this paper. It makes an empirical analysis of the flood control project migrants in the lower reaches of the Yellow River during the period of 12th Five-Year. Details of the construction of flood control projects and immigration in the lower reaches of the Yellow River, describes the relevant policies, and the problems were analyzed, finally from the division, the implementation of public policy,evaluation and other aspects of a comprehensive analysis of the flood control project of the Yellow River downstream immigration policy and the problems of reason.In the fourth part, according to the results of the analysis of the third part, the paper puts forward the relationship between the policy making of the rural engineering migrants and the suggestions on how to do the resettlement work.
