Research On The Effectiveness Of The Political Party Consultation In China

The Political Party Consultation is an important part of the multi-party cooperation and political consultation system,also is an important part of the socialist consultative democratic system.It is more promising than other forms of deliberative democracy,and is an important driving force in Chese democratic political construction in the future.Therefore,we should make efforts to insist in the Political Party Consultation and development well,which becomes an important subject in the construction of the socialist democratic politics in China.Since the founding of new China,especially the reform and opening up,the Political Consultation has gradually developed systematicallly,theoretically and institutionalized,it cleared about the basic principles of consultation,established the basic consultation system,which made gratifying achievements.However,with the development of the Political Party Consultation,it exsits many problems at present,such as the subject is not balanced,negotiation issues are not specific enough,negotiation forms are not typical,these problems are due to the following three aspects,inadequate inter-party negotiation atmosphere,have no high level institutional construction,and the democratic parties’ negotiating ability.Therefore,the Political Party Consultation should be a booster for our country’s political and democratic construction,and it must enhance the effectiveness of the consultation.Firstly,we should uphold and improve the leadership of the CPC.We should strengthen the self-development of the ruling party,promote the "long-term coexistence and oversight" between the parties,and create a harmonious environment for political parties.Secondly,we need to strengthen the party consultation system.We provide guarantance for political parties by establishing a party consultation system and an institutionalized implementation system.Thirdly,we need to strengthen the consultative capacity of democratic parties.we should encourage the democratic parties to take part in consultation actively,make consultation functions performed actively,give full play to the democratic parties in the position and role of the parties to negotiate.Only doing this can we truly make the political participation orderly,enhance political consensus,promote scientific and democratic decision-making,promote the modernization of national management system and management ability.
