The Study On The Corruption Of Chinese Universities From The Perspective Of Conflict Of Interests

As a "chronic disease",Corruption is plaguing all walks of life and there is no exception for Colleges and universities.Since the 18 th CPC National Congress,the CPC Central Committee has continuously increased its anti-corruption efforts,carried out inspections,investigated and dealt with a large number of cases of corruption in colleges and universities,and made remarkable achievements in anti-corruption.At the same time,it also reflects the seriousness of the anti-corruption situation in China's universities.In order to effectively control corruption in colleges and universities,we must use new theories and models as well as explore the countermeasures to curb corruption in colleges and universities effectively and thus the "ivory tower" can regain holiness.Conflict of interest as a concept of integrity,introduced by the West,is widely used in the field of anti-corruption.The anti-corruption experiences in many countries and regions show that conflict of interest is an important source of corruption,and thus effective prevention of conflicts of interest is the fundamental measure of anti-corruption.By further study of college corruption case in China,we can find that there is conflict of interest in every case.Therefore,it is necessary to prevent the conflict of interest as the starting point and to construct the Firewall between public officials' "private" interest and the public interest which can block the channel of abusing of powerIn this paper,I uses the research methods of historical research,literature analysis,case analysis and so on.Based on the analysis of the causes of corruption in universities,this paper puts forward some suggestions on how to solve the problems of corruption in universities.The study relies on the view of preventing conflicts of interest and combines the present situation and harm of corruption in universities.The hidden means,the concentrated conflict of interests in the high incidence area and the part-time phenomenon that were revealed in this study all reflect the seriousness of corruption in Chinese colleges.There is no doubt that the existence of these problems hinders the healthy development of universities.From the perspective of conflict of interest,the causes of corruption in universities are multifaceted.Subjectively,some public officials in universities who distort the value of the rule and law can not consciously stand on the position of the public interest of the university;Objectively,the legal system which aims at preventing the conflict of interests is not perfect and supervision is not fully implemented,thus it breeds the soil of college public corrupt,and then leads to the emergence of corruption in universities.Finally,based on the causes of corruption in our country,we put forward constructive countermeasures from the perspective of conflict of interest: Through strengthening the construction of moral ethics of public officials in colleges and universities,we can build a firm ideological fortune for the prevention of corruption in colleges and universities in Chnia;Through strengthening the prevention of conflicts of interest system,providing a strong system for prevention of corruption in colleges and universities in China;Through focusing on the legal construction related to prevention of conflicts of interest,providing a strong legal support for preventing and curing China's corruption in colleges and universities;Through improving the supervision mechanism in colleges and universities,providing supervision mechanism and thus achieving the goal of preventing and curing of corruption in colleges and universities.
