Since the 1990s,the theory of learning organization in our country has achieved universal development.In the 21st century,with the rapid economic developmentand technological improvement in the accelerated process of global economic integration,organizational reforms are carried out in full swing.Facing the complex social environment and ever-changing objective situation,the governments,public institutionsand even companies,private organizations must learn and innovate continuously to make progress,promote social stability and enhance self-worth.Organizational development in the new situation must have constantly creative thinking,which requires organizations to accelerate the establishment of a learning organization.Famous American organizational psychologist,professor of organizational theorists Forrest firstly brought forward the concept of learning organization in 1965,then Karl E.Weick,Jones Garui Si,etc.further developed a learning organization theoryParent of Learning Organization Peter Senge believes that the learning organization is a continuous innovation and progress organization.Since the 1990s,along with the introduction of the learning organization theory,Chinese scholars have made study on the practice and theory.On the theoretical level,the main factors affecting learning organization and organizational learning models were studied.In business practice point of view,Shanghai Baosteel Group and other large enterprises in the late 1990s began to create a learning organization.In the 21st century,learning organization theory began to be applied to the government and the community,many cities and regions had also proposed the establishment of objective learning city,learning areas.Today,creating a learning organization is very prevalent in our country.Under such circumstances,China's compulsory detoxification can apply advanced theoretical and practical experience,combined with its own characteristics,the effective use of existing resources,to create a learning organization.Compulsory detoxification create a learning organization is an extremely meaningful research.In this paper,we studied the Shaanxi Province JH Compulsory Rehabilitation and elaborated a learning organization specific programs refering to the learning organization theory and related models,and compulsory detoxification internal and external environmental analysis,in aspects of the establishment of a common vision,updating appropriate learning compulsory detoxification ideas,creating a common learning mechanism,and a learning organization system of compulsory detoxification,creating knowledge-sharing platform,etc..According to the development scheme,we built the learning ornanization,and made preliminary analysis for the implementation effect.Finally,the paper clarifies the compulsory detoxification of creating a learning organization system of protection.The five safeguards include the strengthen organizational leadership;forming a systematic concept;determine goals and learning institutionalization;strengthen supervision and inspection mechanisms;supporting the development and implementation of department.
