Study On The Influencing Factors Of Law Enforcement And Supervision Of Municipal Land And Countermeasures

Land resources are very precious,protection of arable land is our common responsibility.Four decades of reform and opening up,as China's population,economic growth accelerated,the rapid development of urban and industrial,supply and demand of land resources become more acute.Since the ranks of law enforcement is not perfect,land inspectors system is not perfect,the law enforcement to monitor the relevant laws and regulations and other reasons not suitable for the current needs,city,the grass-roots rural frequent cases of illegal land,especially farmland acquisition privately and mineral excavation uncommon behavior,repeated,land law enforcement effectiveness is not satisfactory.Land law enforcement to monitor the achievement of national macroeconomic regulation and control of land,control the amount of national land to achieve management functions,the implementation of an important means of land management laws and regulations.Through the investigation of illegal land use cases Xiangyang and land law enforcement to monitor the situation,focusing on the use of typical cases analysis and questionnaire to explore and analyze the stage of municipal land enforcement problems,summary ineffective law enforcement and supervision of land four factors:the grassroots law enforcement ranks;relevant laws,regulations and policies;joint enforcement mechanism;regional governments,organizations and the public awareness of the law of land,and proposed to strengthen law enforcement and supervision of the municipal land targeted recommendations:strengthen the municipal law enforcement personnel,and improve complementary law enforcement mechanism to implement multi-sectoral collaboration,increase publicity and education efforts of land according to the law,strictly enforce the law severely punished.
