With the speeding up of urbanization in our country, the level of people's life and facilitation to ascend, the people of the city management, government services, social services, and other fields have higher requirements. A convenient service hotline was seen as the government's "call", is the government set up the emergency hotline?On a total of 41 government service hotline, in the face of various hotline, when people have problems often don't know what the dial the hotline for help, the public service hotline how to adapt to the diversification of social needs become a problem to be solved.Articles about hotline integration in combed the domestic and foreign research results, on the basis of deep analyses on the present situation of the government service hotline and existing problems, and at the same time drawing on the experience of absorbing the domestic and foreign typical national hotline lessons, puts forward the countermeasures on how Huai'an hotline integration. Full text is divided into six chapters:The first chapter, introduction. Mainly elaborated the background and significance of this study, literature review, research ideas and methods both at home and abroad,and lay a foundation for expansion of hotline integration research. The second chapter,the relevant concepts and theoretical basis. Through to the government for the convenience of service hotline, elaborates the concept of public service resources integration, clear focus in the study of this paper, and expounded in this paper, we study the hotline to integrate relevant background theories, including holistic governance theory, the change of government function theory and the theory of service-oriented government. The third chapter, the analysis on the present situation of the government service hotline,including 12345 hotline on government departments,especially the status quo of the main problems, and to deeply analyze the causes of the problem. The fourth chapter, foreign experience for reference and other areas of domestic government hotline integration. By learning lessons and experiences of the United States, Germany and other countries and combing the domestic Beijing, Tianjin and other areas of experience, find out the suitable for Huai' an hotline integrating the experience of the enlightenment. The fifth chapter, on the countermeasures of government service hotline integration. Based on the actual line integration put forward countermeasures and Suggestions. The sixth chapter, conclusion.Studies also exist many difficulties, of course, at present our country government convenient service hotline integration work has not formed the scale, in addition to Beijing, Tianjin is relatively mature, all parts of the ropes around here, theoretical study is less, the knowledge is narrow, lack of public management, the theoretical framework of government management and hotline integration under the combination of analysis.
