The party's eighteen report stressed the need to promote government performance management,building a service-oriented government.In fact,the government departments in China have had some practical experience in performance management,but they have not been able to form a systematic performance management system.With the progress of the society and the modernization of the government's ability to govern,the role of performance culture in the public sector governance has been paid more and more attention.Therefore,the focus of this study is to find a breakthrough in the research of performance management from the perspective of cultural influence.This study will introduce the theory of organizational culture,on the basis of the basic theory of value framework,to build a theoretical framework to adapt to the specific context of the study.Combined with the practice of Huzhou tax system,the research methods of questionnaire investigation and interview on the combination of the current situation of the development of cultural performance as much as possible in the case of a comprehensive analysis of the role of performance management,performance culture plays in the interpretation of the case.Specifically,this study will be carried out from the following five aspects:first,the introduction of the study.This part mainly introduces the background of the research,the theoretical and practical significance of the topic,and summarizes the achievements of the research on the performance culture both at home and abroad,and makes specific research methods and research contents.Two is the theoretical elaboration.Mainly the introduction of organizational culture theory,combing the performance culture theory,analysis of the relationship between culture and management on the basis of this,and will further realize the basic theory of extension development,construction of taxation performance management performance in the cultural theory.Three is a case study under the guidance of theory.This paper analyzes the present situation and development of the performance culture of Huzhou's tax system.Focus on interpretation of the questionnaire and interviews reflected in the problem,based on the analysis of the existing problems and try to analyze the specific reasons.The four is to solve the problem of path analysis,according to the problems found in the study of the feasible path to solve the problem.Five is the possibility of further development in the field.The study found that the the current cultural values are still weak,bureaucracy inertia,organizational performance culture level is low,individual and collective performance from scattered problems.Put forward to establish the people-oriented concept,adhere to the reform and change to improve the level of performance culture,pay attention to the cultivation of democratic thinking of performance culture,accelerating the integration of individual and collective performance and other specific measures.
