Research On The Problems In The Development Of Urban Community Social Organizations In China

Because of economic restructuring and social transformation,new social governance pattern began to emerge,governments are committed to changing ideas so as to promote social autonomy,the transformation of government functions requires the government to return the social function to the society,to separate society from government.As the basic unit of urban social governance,urban community plays an important role in the process of governance.The new pattern of social governance requires multiple management subjects,in this context,urban community social organizations have made vigorous development.The development of these organizations has become faster,organizational capabilities have been improved,and the ability to work with the government continue to strengthen,they have good prospects for development.However,due to the special situation of our country,we have no ready-made experience for reference,the development of social organizations in urban communities of our country is still a process of exploration,there are many problems in the process of development.Therefore,this paper takes the urban community social organization as the research object,looks civil society theory,public choice theory and governance theory as the basic theory of this paper,combined with the actual situation of the development of social organizations in some urban communities,by using the methods of literature analysis,empirical analysis and logical analysis.This paper points out the problems existing in the development of urban community social organizations in china.Besides,we also analyze the reasons in various aspects to solve these problems and puts forward the corresponding countermeasures.First of all,the entry criteria of our urban community social organization is too strict.If you want to be legally registered as a social organization in urban communities,you must meet very stringent conditions.Whether it is the capital or the number of requirements for the registration of urban community social organizations are as strict as the general social organization.This leads to lots of people's favorite urban community social organizations can not be legally registered,which is not conducive to the long-term development of the organization.Secondly,the development of social organizations in urban communities is lack of necessary resources,such as funds,venues and infrastructure and so on.The source of funds is single and unstable,there is no fixed place of activity and office space,infrastructure construction is lagging behind,which are not conducive to the development of social organizations in urban communities.Third,the government always interfere with the development of social organizations in urban communities,which is not conducive to the development of organizational autonomy.The government is too strict and broad for the establishment and development of these organizations,this is not conducive to the organization's independent development.Fourth,our country's urban community social organizations have defects in self-management,internal rules and regulations,procedures and management systems are not perfect,which is not conducive to the growth of the organization.Fifth,a country's principal resource is its brainpower.A talented person plays an important role in social development,however,there are few professionals in urban community social organizations,which leads to the lack of scientific and sustainable development of the organization.Sixth,the development of social organizations in urban communities in China is not balanced,and there are some problems,such as small scale,single type,poor ability to integrate resources,lack of credibility and so on.After a thorough analysis of the problems in the development of social organizations in urban communities in our country,this paper analyzes the causes of the problems from five aspects: law,policy,government management system,organizational governance structure and citizen participation.Due to limited development of city community social organizations in our country are: the first one is the legal system is not perfect;the second is the absence of government support policies,such as education policy and financial support policy;third is the influence of "double management system";fourth is the organization of the internal governance structure is irrational,they don't have a scientific decision-making and democratic election system,and their financial management and human resources management system is not perfect;the fifth is the degree of citizen participation is not high,people's participation and depth is not enough.To solve the problems of city community social organizations in our country,combined with the analysis of causes of the existing problems,this paper puts forward the solution to the problem from five aspects: improve the legal system and the construction of policy support system,establish benign government and social relations,improve the organization of internal governance structure and cultivate the citizen participation consciousness.The development of social organization in urban community is the inevitable requirement of China's transformation of government functions and the transformation of social governance,through the analysis of the development problems can effectively solve the development dilemma of community social organizations in our country,to find the development path suited to our country's national conditions,and promote the urban community management system reform and promote social harmony.
