Vulnerability And Governance Issues Of Social-Ecological Systems Of The Rocky Desertification Area In The Yunnan,Guangxi And Guizhou Provinces

Currently,improving and developing the socialist system with Chinese characteristic,promoting national governance system and governance capacity had been put forward as the most important stage of comprehensive reform overall goal at the third plenary session of the eighteenth congress.Being the most specialist and poverty areas,also as the national important areas of governance,rocky desertification areas of Yunan,Guangxi and Guizhou,had came to big problems on its ecologically fragile,low level of economic and social development,large number of existing national and poverty population,difficulty in governance and being not easy to consolidate.Coupled with complex relationships between social economy and ecosystem,rocky desertification areas has been the most significant test to promote the process of state’s modernization governance,which are setting a very high requirements for government.At presence,a heat discussion on public administration has been made from domestic and foreign countries.In some environment governance or special governance theory areas,many proposals had been made,and some of those suggestion are worthy of our reference to promote the modernization of national construction to governance system and governance capacity.Based on the public governance theory and others’ supplement,the paper put forward a new view of governance and improvement on social-ecological systems of rocky desertification areas of Yunnan,Guangxi and Guizhou provinces.First of all,the paper analyzes and summarizes the vulnerability in rocky desertification areas mentioned above,coming to conclusion that adaptive capacity constructions are in the center position of governance,based on which,summarizes the status quo of governance in stone desertification areas.Although nearly 20 years’ efforts to achieve certain results retarding deterioration,many problem had not been solved completely as for not dealing well with the complex factors existing in social-ecological systems.This is inextricably linked to the current single cell of governance,making government more problems to confront with and less time to do them well.Therefore,it is imperative to change the current role of government.Based on the analysis of the existing problems and the causes,this paper puts forward the needs to keep sustainable development and change the status quo for promoting government capacity.As some benefit-related bodies in the adaptive faculty are key to change the vulnerability,it is necessary to construct the diversification of the governance cell and to improve relevant laws and regulations.With the Ostrom’s public governance theory and the current governance practice in China,attaching importance to use of social capital,increasing investment of funds,constructing sources of funds channels and transformation of industrial structure are requirements to improve current governance.
