Evaluation Research On The Public Satisfaction Of Administrative Law Enforcement In Wuhan

Administrative law enforcement involves in various fields of social life,it's closely related to people's life, has a pivotal position in promoting the process of governing the country according to law. End of administrative law enforcement is to better meet the needs of the public. To adapt to the constantly evolving needs of the public, improving the public satisfaction of administrative law enforcement activities, not only is the necessary request to improve the quality of the government public service, but also is an important goal of building the rule of law government. The legalization, standardization and civilization of administrative law enforcement in China in recent years has larger ascension, the social public to the satisfaction degree of the administrative law enforcement has also improved. However, nonfeasance, sting operation, law enforcement of violence, brutality, campaign-style law enforcement and other bad behaviors in the process of administrative law enforcement occur frequently, violent conflicts caused by them to a large extent affect the public satisfaction level of administrative law enforcement, have serious damage to the reputation and image of the government, also cause negative influence to the sustainable development of economy and society.Therefore, improving administrative law enforcement and the public satisfaction is now an important task to accelerate the construction of the rule of law government.Based on the empirical investigation and quantitative analysis, this paper makes a systematic study on the public satisfaction of administrative law enforcement in Wuhan on the basis of constructing the index system of public satisfaction degree of administrative law enforcement. According to the survey, the current level of public satisfaction to administrative law enforcement in Wuhan is in general; the public satisfaction of procedures and supervision to administrative law enforcement is relatively high; the public satisfaction of mode and effect to administrative law enforcement is relatively low; there are differences in the satisfaction of public administrative law enforcement at different ages;there is a difference between the public sector and the private sector employees in the satisfaction of administrative law enforcement. Behind the public satisfaction of administrative law enforcement is the level and quality of administrative law enforcement.From the point of administrative law enforcement,the main reasons of affecting public satisfaction degree of administrative law enforcement include: nonfeasance, low transparency, abuse, brutal enforcement, the defective administrative accountability system,etc. The basic way to improve public satisfaction of administrative law enforcement lies in improving administrative law enforcement accordance with the requirements of fair and civilized law enforcement, including: change the concept of administrative law enforcement, strengthen the construction of administrative law enforcement team, reform the system of administrative law enforcement, promote comprehensive disclosure of law enforcement information and improve the accountability of administrative law enforcement supervision.The innovation of this article lies in the perspective, the method and the conclusion.First, with satisfaction as the starting point, this paper collects the public's real feelings of administrative law enforcement, avoiding the previous research mostly using performance evaluation methods and the results are not real; Secondly, with the combination of normative research and empirical research,the authenticity of conclusion has improved by using quantitative evaluation; Thirdly, the conclusion of this paper puts forward the countermeasures to solve the problem of public satisfaction in administrative law enforcement based on the empirical evaluation, thus extending the research ideas.
