Asean Security Cooperation In The New Century:Dilemma Analysis And Strategy Adjustment

Security is an important international political issue for every single international behavior,regional organization and even the whole world.ASEAN region's security issues are particularly prominent because of its complex geopolitical situation.Since the establishment of the ASEAN,security cooperation has began at different levels.At the very start,ASEAN's security cooperation focused on traditional security areas,such as resolving territorial(Sea)sovereignty conflicts.With the promulgation of the Declaration of ASEAN Concord ?,and the Construction of ASEAN Community and so forth,ASEAN Security Cooperation enters a new stage of development,of which showing new features.On the one hand,ASEAN has increased internal security cooperation to consolidate collective power to respond to urgent security threats.On the other hand,ASEAN has made great efforts to build extraterritorial multilateral security cooperation mechanism actively and strengthen cooperation and dialogue with foreign countries to avoid endless security risks.In the new century,ASEAN security cooperation has achieved good results of the development.Firstly,ASEAN has built regional security architecture actively which has diluted security contradiction between member countries,strengthen cooperation and improved the security situation in the ASEAN region;Secondly the strengthened security situation provides a good regional development environment in return;In addition,ASEAN has its own independent power support in the field of security which increases the ASEAN's international right of discourse.At the same time,the ASEAN security cooperation has also suffered a considerable degree of development difficulties,including unbridgeable differences inside ASEAN itself and increasing force from international power structure as well as newly-emerging security issues since the beginning of the new century either.Facing the predicament of the development,ASEAN has adjusted the strategic plan to narrow the differences among member states gradually and reduce the consumption caused by self-friction.At the same time,ASEAN has also promoted the independence of security forces,deepened foreign multilateral security cooperation and searched for independence fulcrum through the balance of power.The strategic adjustment for ASEAN Security in the new century has reached certain periodic strategic aims:regional security has been basically stable,ASEAN overall security force cohesion has been strengthened,the force of international power structure has been basically controlled etc.However,in an increasingly complex international situation,ASEAN's security cooperation still has a long and tortuous way to go.
