The Analysis Of The Omission Phenomenon Of Townships' Leaders And Its Countermeasure Research

Since the 18 th National Congress,comprehensively strenghthen Party discipline,the efforts of anti-corruption are no less,the system "cage" more and more tightly tied.The grass-roots level anti-corruption is the ' last mile ' of anti-corruption,and the "key one kilometer" to test the effectiveness of anti-corruption.With the further advancement in the fight against corruption,local-level corruption be effectively curbed,don't want to corrupt and cannot corrupt,not corrupt long-term mechanism to achieve significant progress.For the governing of the phenomenon of leading cadres omission is at the initial stage,the system measures also need to be improved.Not as the harm caused by the phenomenon,and even larger than the corruption,but because of its characteristic of concealment,it is difficult to be perceived the phenomenon of omission,so it is long-term losing attention,the Township area is even more difficult to have special treatment.Therefore,for effective governance of township leaders and its omission phenomenon,improve local governance system,must exploring the reason of the phenomenon,so as to remedy.The phenomenon of omission of leading cadres in villages and towns is conducive to the sustained and thorough development of anti-corruption,which is conducive to the optimization of political system reform and the public credibility of township governments.Based on the objective characteristics of township work and the subjective reasons of township leaders themselves,this paper puts forward the hypothesis of three types of omission of township leaders,and sums up the achievements in the governance of the phenomenon of omission of the township leading cadres.Using the method of case analysis and interview investigation,it is found that the phenomenon of omission of township leading cadres is manifested in: refusing to fulfill their duties and obligations,not replying to the legitimate needs of the masses,and delaying the fulfillment of the masses administrative application.The reasons include: the remnants of the thought of omission in history,the inadequacy of the township leaders themselves,and the defects of the current grass-roots political system.On this,first of all,refer to ancient experience governance as of omission.Enhance attendance and enhance accountability.Secondly,we should develop ethics education,strengthening quality-oriented education and training.In-depth rural education of leading cadres ' professional ethics,strengthen the training of township leaders ' quality and knowledge.Thirdly,to strengthen the system,improve the mechanisms of supervision,perfecting the legal system,establishing strong and effective oversight mechanisms,including the internal and external oversight,establish accountability mechanisms.Again,deepening administrative reform and implementation responsibility match,deepening administrative reform and give more support to towns,implementation responsibility match,encouraged to dare to dare.Finally,to optimize the incentive system of township leaders,improve the income of township leaders,reform of the wage system.
