In recent years,comprehensively deepening reform keeps going forward.Especially core administrative system reform with a focus of 'administration simplification and institution decentralization,integration of decentralization and administration,service optimization' since 2015,has made government function transformation become the focus of local government's work.Organization establishment management is one of the core contents of local government's administrative management.The past practices of administrative system reform show that if organization establishment management is only simple institution simplification and employees cutting,it would not effectively enhance transformation of the overall administrative institution's function.Only by defining the target of organization establishment management and changing its working mechanism with the orientation of government function transformation,we can rationally allocate and gradually improve the obligation of local government and promote the progress of government function transformation.This study refers domestic and overseas research on organization establishment management based on the perspective of government function transformation.Combined with the process and current situation of Xianyang's organization establishment management,it makes further analysis on the issue and related reasons of organization establishment management by considering the targets and requirements of Xianyang's government function transformation on organization establishment management.Then this study explores the working mechanism of organization establishment management and provides related development advice and guarantee conditions,with an orientation of promoting government function transformation and solving issues,based on the definition of guiding thought and working principles of organization establishment management.
