Research On Responsibility Of Local Government In The Upgrading Of Third Industrial Cluster Of Dapeng New District Shenzhen

It is about more than 30 years since China has carried out Reform and Opening.The economy and social structure have had great change.Industrial structure becomes reasonable and updated.Seeing from 1952-2005,the average proportion of the three industries is 17.0:45.8:37.2,which means industry transformation and upgrading has reached industrial cluster upgrading.But during the process of detailed implementation,there is Government failure and Market failure existing in training and development from government to industrial cluster.It is an important problem which is expected to be solved by local governments in China:All local governments should pay attention to the disadvantage of Government Lost Position and the Absence of Government,take effective actions to adjust the distribution and development of industrial cluster.It is an opportunity for all local governments to take advantage of the rebuild of international financial architecture,and supply side structure reform,by which all local governments can further deal with the relationship among government,enterprises and market.All the resources can be developed rationally.But there is lack of study for the responsibility of government in industrial cluster upgrading.So,facing with the industrial cluster upgrading,local governments should do more in policies making,public service platform building,innovation ability cultivating and adjustment in industrial cluster.As the Last Green Field in Shenzhen,Dapeng New District has special natural resources,in which the tourism has the greatest potential for development among tertiary industry.Meanwhile,the special fisherman culture and Kejia culture bring out the development of culture industry.Baguang,as the initiative area of International Bio-valley in Shenzhen,brings in and along a series of high and new technology industry.The tertiary industry in Dapeng New District has taken shape,which is worth studying.By the guidance of theories for industrial cluster and government responsibility,the article studies the adjustment for tertiary industry taken by Dapeng New District,in order to discuss the responsibility and function of government in industrial cluster upgrading.In the end,the article put forward suggestion for the role of government,Guarantee of production factors in order to avoid falling into the contradictory development of industrial structure.
