The Research On The Reformation And Operation Situation Of Public Endowment Institution For The Aged In Beijing

As an important part of the endowment service system,public endowment institution for the age gains much popularity because of its special advantages.But with an increasing ageing population in China,the aged supporting problem becomes more and more serious.And public endowment institution for the age at present still has many problems in the operation,it is difficult to adapt to the development of diversified endowment service demand.In order to cope with this situation,Beijing government issued "Instruction On Deepening the Management System Reformation of Public Endowment Institution for the Age" in 2015,which provided guidance on institution classification,object receiving,registration assessment,charging management,medical treatment&nursing combination for the public endowment institution for the age.To understand the current progress of Beijing public endowment institution reformation,this research conducts a case investigation of A old-age endowment center in the aspects of basic information,developing history,state of operation and so on.The results of the investigation show that A old-age endowment center obtained the certain effect in the reform of operation on one side,and still has problems such as subsidy policy lag,professional service talent shortage,low occupancy rate,social forces participation insufficiency on the other side.All these problems restrict the reform in the whole advancement.According to the difficulties reflect in the process of reformation of Beijing A old-age endowment center,based on the theory of new public management,this paper attempts to provide optimization approaches of deepening the reformation for the Beijing A old-age endowment center,such as reinforce the comprehensive governance,strengthen the construction of the endowment service personnel,promote the personalized management,develop the diversified subjects of investment and service.
