As of June 2016, China's Internet penetration rate reached 51.7%,the scale of China's Internet users reached 710 million mobile phone users reached 656 million scale. With the development of the Internet,Internet users in the use of micro-Bo, WeChat public and other media platforms from the media sharing, while also a very troublesome problem is that rumors with the rapid spread of the network. Often, the rumors of cyber rumors are mainly caused by some sensitive social or political problems, through the artificial processing, propulsion, incitement, the formation of network group behavior, and because of the government"Tacitus trap" Internet rumors spread like a plague. And network rumors because of the characteristics of a group, the impact is greater, because of transmission, speed has undergone fundamental changes, so the subjective malicious more obvious. Therefore, we need to carry out systematic research. This paper attempts to get some valuable conclusions from the typical cases in the existing social practice. The specific chapter arrangement is, the first chapter from the case to start, put forward the current problem of network rumor governance. Chapter two makes a distinction between traditional rumors and cyber rumors by comparing the similarities and differences between traditional rumors and cyber rumors. Chapter 3, by analyzing the legitimacy of network rumor regulation, and then defining the legal nature of network rumors, and finally compared with the restrictions on freedom of speech, and the boundaries of network rumors and freedom of speech are defined. The third chapter is the innovation of this paper. The fourth chapter analyzes the dilemma of network rumor management in China. The fifth chapter puts forward the suggestion to control the network rumor.
