Study On The Way To Improve The Administrative Power Supervision Mechanism Approaches In Our Country

Administrative power is a kind of capacity to handle social public affairs,aiming to coordinating the interests of different interest subjects and realizing the administrative goals,which features publicity,instrumentality,compulsion and expansion,etc..With the changes and development of the realistic political society and the expansion of the government functions,the scope of administrative power is gradually enlarged.To improve the administrative power supervision mechanism in our country,first of all,the connotation and the characteristics of power must be understood,and the connotation,the characteristics and the composition of power must be analyzed,so as to clear the basic connotation and relationship between power and administrative power.Secondly,the connotation,the characteristics and the functions of the supervision of administrative power,the supervision mechanism of administrative power,and the method of supervision mechanism of administrative power in turn,so that the basic law of the construction of administrative power supervision mechanism is explored with hierarchical logic.It is necessary to provide theoretical basis for the improvement of China's administrative power supervision mechanism from four aspects: theoretical basis,practical basis,historical experience and international experience.First of all,the Marxist writers' and the CPC leaders',such as Marx,Engels,Lenin,etc.,main ideas about the construction of administrative power supervision mechanism should be analyzed,and the dialectical relationship between the administrative power supervision mechanism and approaches should be discussed and its internal connection should be revealed.Secondly,in the process of perfecting administrative power supervision mechanism approaches in China,there must be some problems while reaching some achievements,on the basis of the reasons for above questions,the significance of improving the administrative power supervision mechanism approaches in China will be obtained.Thirdly,there are a wealth of experience and lessons on administrative power supervision mechanism approaches in the ancient society,the development history of administrative power supervision mechanism approaches in the ancient society is reviewed in the paper,so as to provide historical inspiration for the administrative power supervision mechanism approaches in ancient China.Finally,the evolution of administrative power supervision in western countries is studies,and administrative power supervision mechanism approaches in western countries is studied,which offer references and enlightenment for the construction of the administrative power supervision mechanism approaches in China.To improve the administrative power supervision mechanism approaches in our country,firstly,we should follow the basic principles of using power in a democratic way,using power for the people,promoting the career development power,as well as using power legally,scientifically and reasonably.Secondly,the main way for the construction of the administrative power supervision mechanism in our country should be found out,that is,from the six aspects,namely legalization,popularization,diversification,normalization,responsibility and professionalism.Ultimately,in order to improve the administrative power supervision mechanism in China,some specific measures are proposed,including strengthening the legal consciousness to implement the system of supervising power earnestly according to law;enhancing the sense of democracy to implement the system of public participation in power supervision conscientiously;forming a monitoring atmosphere to standardize multi power monitoring channels scientifically;building a normal mechanism to effectively implement the normalization of power supervision;establishing accountability mechanism to implement the system of accountability;reinforcing leadership management to consolidate the organization and protection of power supervision.
