At present,the reform tide of new public management is spreading like a storm across the globe;the reform of personnel system in China goes deeper.In such public administration departments as governments and public institutions,flexible resources like human resources become increasingly obvious.The substitution of public human resource management for traditional personnel management has become an inevitable trend.Many profound changes emerge in recruitment and selection,job design,salary administration,examination and evaluation,and training system of personnel in public sectors theoretically and practically.However,grassroots lever public departments in China y still continues the traditional personnel management mode which is difficult to cope with the complex economic environment under “new normal”.As demands of the people increase day by day,public service can not meet the diversified needs of people any more.Taking the D District of H city in Heilongjiang Province--northeastern rust belt as the research object,this paper expounds various kinds of problems existing in traditional personnel administration under the influence of thinking of planned economy.Guided by theories relevant to new public management and human resources management,this paper makes full use of document research,actual survey,comparative analysis,and case study and combines realities at the grassroots level,proposing effective solutions to the problems.Firstly,this paper teases theories and practices of human resource management in domestic and foreign public sectors and describes some important theories and concepts involved in the research.Furthermore,this paper generally introduces economic and social developments of D District in H City,composition of public sector organizations which regard governments and public institutions as the main body and staffing levels of public sectors;this paper selects relevant data for analyses and objective descriptions so as to analyze current management situation in terms of all links of human resource management.Then,this combines description of current status and points out the existing problems of human resource management in public sectors of D District in H City,analyzing the causes ofproblems from different factors.Later,this paper puts forward feasible management countermeasures from the perspectives of general thinking,concrete measures and supporting measures,aiming at existing problems in human resource management of public sectors in D District of H City.Finally,this paper illustrates the current obstacles and countermeasures in promoting human resource management in public sectors of D District of H City.This paper combines management practices at the grassroots level to explore and look forward to human resource management of public sectors in the whole district.The main research results of this paper are as follows: in order to break through the current contradictions of old personnel management system and mechanism,this paper must start from the development strategy of the whole district to achieve the successful transformation from traditional personnel administration managements to human resources management in public sectors.This paper should aim at the realities in current human resource management to launch targeted operations against specific transformation measures in all aspects.Meanwhile,this paper should improve necessary supporting measures for transformation.Only by taking various measures,can the goal of improving human resource management level of public sectors in D District of H City be achieved eventually.
