Longhua New Distrct is the gathering spot of important digital information industry and advantageous traditional industries in Shenzhen with robust industrious base and high industrialization.The improvement of water facilities is the precondition and guarantee of sustainable,fast and safe development in economy and society of new district.Because the district is newly organized,historical debts are large and the water facility like water supply,water drain and disposal of water environment is far from satisfactory.At the same time,as the fast development of economy and society,the demand of local residents on water environment,water safety and water resources protection is increasingly high.In order to quicken the improvement of water facilities,promote t he quality of water environment and reasonable usage of resources,high requ irement is set on water administration according to the related policies carried out by the central government,province and the city.We should make good plans for the strategies,thinking,target and emphasis of water administration,which is meaningful to overall promotion of water administration and civil affairs,cultivation of higher quality of Shenzhen,stable increase with high quality and sustainable development.The research on the strategies into promoting the supervision level of water administration in Longhua New District can guarantee the fruits of water project construction in Longhua New District on the one hand,and on the other hand,it can guarantee the safe and effective operation of water project construction in Longhua New District.It can also ease the increasingly harsh situation of three precaution of water affairs.With the strengthening supervision of conservation of water and soil,water drain,river construction,secondary water supply and water resources,we can ensure to avoid and lessen the wash away of water and soil sparing no effort,eradicate the illegal river construction to protect river and reservoir blue line,so that the water facilities can be operated safely and effectively.At the meanwhile,we will reinforce the p unishment of citizens' complaint and make a thorough investigation into any cases related with safety of flood control.We will also exclusively inspect work of conservation of water and soil before flood season to ensure its safety.This dissertation analyzes the supervision level of water administration in Longhua New District with the methods of combination of theories inheriting and practice innovation,and combination of vertical analysis and horizontal comparison.It also make all-round,multi-dimension and multi-layer analyses into the contents and procedures of the supervision level of water administration in Longhua New District,the factors that influence the supervision level of water administration in Longhua New District and the counter-measures to promote it,with the aim to seek new routes to find out the problems and difficulties in the supervision level of water administration in Longhua New District,so as to promote it to a high level.
