With the rapid development of information technology,the virtuality,anonymity,openness,globality and other characteristics of the cyberspace have led to total chaos of the network world,and the society has a growing demand on the governance of the Internet industry.The traditional legal and technical means have their own limitations while industry self-regulation has advantages which do not exist in the other means.Therefore,from the perspective of industry self-discipline,using the comparative research method,through the discussion of the status quo of network industry selfregulation in China and the United Kingdom,this paper compares and analyzes the subject,measures,object,social environment and other aspects of industry selfregulation in network governance in both countries so as to obtain the reference and thinking for Internet industry self-regulation in China.In addition to the introduction and conclusion,the paper is divided into five chapters.The introduction describes the research background and significance,the research status quo at home and abroad,research methods and innovations.The first chapter mainly elaborates the basic theory of network industry self-regulation.First of all,the power source of the Internet industry association is divided into three categories: legal authorization,government commission and contract grant;secondly,it discusses that industry self-regulation has advantages such as the more flexibility,easy implementation,low cost and easy relief compared with the government regulation.The second chapter mainly analyzes the self-regulation of the British network industry.(IWF),the Internet Service Providers Association(ISPA),the organization structure,operation mechanism and primary responsibility of the Independent Mobile Equipment Classification Organization(IMCB),respectively,from the current situation of self-regulation in the network industry.And then describes the industry self-regulation to provide the criteria to judge,that is,the list of images,the list ofkeywords and keyword list.Finally,it discusses the characteristics of the selfregulation of the network industry.First,the law provides protection for the selfregulation of the industry,which mainly provides the basis for the legal evaluation of the illegal content and the protection for the appraisers and the reporting personnel.Second,the self-Establish and promote content classification and filtering systems and accept public reporting and supervision;Third,focus on global cooperation.Chapter 3 analyzes the self-regulation of network industry in China.From the status quo of China's network industry self-regulation to start,the network industry self-regulation of the subject and self-regulation were discussed.Finally,it summarizes the three major obstacles to the self-regulation of the network governance industry in China: First,the government is strong in color;the second is the lack of legal authorization,mainly in the lack of authorization of the trade association and the existence of two aspects of Internet legislation;Third,the regulatory agencies and relief Self-regulation mechanism is imperfect.The fourth chapter is a comparative analysis of the self-regulation of the Chinese and British network industry,which is mainly discussed from the four aspects of governance subject,measure,object and social environment.First of all,in the subject of governance,the two are the same,are non-profit social organizations,are derived from industry funding.The difference between the two is that the composition of the Internet industry organizations,supervision and management agencies,the development of industry norms in three areas.Second,in the governance of the measures,the United Kingdom set up a content classification and filtering system,and China only reported the contents of the classification,did not set up classification and filtering system.Again,in the object of governance,the classification of illegal content and personal self-regulation of the two parts of the analysis.Finally,it discusses the differences between the two countries in the economic system,the rule of law,the cultural background and so on.The fifth chapter is the reference and thinking for Internet industry selfregulation in China.Experiences of the network industry self-regulation in the United Kingdom with the feasibility are mainly manifested in: First,it promotes Internet legislation to provide legal protection for the industry self-discipline;second,it establishes the Internet content rating system;third,it emphasizes personal selfdiscipline;fourth,it attaches importance to strengthening international cooperation.The points that is worth thinking about are: first,in terms of the control of the contentof Internet information,the expansion of the scope of self-regulation organizations involves the violation of freedom of speech and human rights,while the control of other areas of non-children pornography is slightly weak;second,in terms of the supervision of industry organizations,it still needs to be strengthened,and there is a lack of legal authority and internal regulatory bodies;third,in terms of cooperation with other industry self-regulation organizations,the mandatory removal of web pages and content results in the current tension of the co-operation.
