The Study On The Corruption And Countermeasures Of Land And Resources Management In Chongqing City

Land and Resources department possesses the management power of land and mineral resources, which is important to the national economy, the people's livelihood and the social development. The power faces much environmental temptation and high corruption risk. The writer selects 60 typical land corruption cases in almost 10 years in Chongqing City to analyze. It discloses the current situation of land corruption in Chongqing City from five dimensions, including annual cases investigated and dealt with, the age structure of corrupt people, the rank of corrupt people, the criminal type of corrupt people, the field of land corruption. Focus on the field of land corruption, it sorts out the manifestations of corrupt problems in eight fields, including land expropriation, land leasing, mineral resources management, land enforcement and so on. Then it summarizes the main corruption problems in the current land management in Chongqing. On this basis, it analyzes the reasons of land corruption in the aspects of ideology and moral, external environment, institutional mechanism, policy information, business process,and accordingly explores effective prevention and control measures. According to Wang Qishan Secretary's anti-corruption "temporary" thought, at the time of proposing measures to control corruption, pay attention to taking temporary solution that is to seize the typical corruption issues of current land and resources management, to propose targeted and practical countermeasures mainly from the micro system level. On this basis, in the analysis of external environment and institutional mechanism, it puts forward the macro countermeasures and suggestions to win time for building a long-term mechanism and a permanent cure. Then, it finally hopes to benefit the healthy operation of the land system power.
