Study On Cooperation Mode Between Government And Social Organizations In The Purchase Of Service In China

Government buying public service from social organization is a new concept a nd a new trend,with government provide public services partly in help with social organizations.It is reflecting the government's determination to transform government functions and to establish a public service-oriented government.By innovating public service delivery methods,government will improve the efficiency of public service provision.In this paper,I will combine theoretical and empirical methods,problems and countermeasures,and recent research results from nation to international.First ly,defining some concepts about government buying public service,clarify ing the theoretical and practical motivation for government buying public service,finding out the suitable scope about government buying public service from social organizations;Secondly,listing the five main cooperation models between government and social organizations in the purchase of service: "subsiding-enabling","authorizing-undertaking","contracting-competing","voucher-clearing","investing-profiting" by grasping modern theories and experiences and deeply studying the use of the main five models in the practice of buying public services in China.Thirdly,analysing the problems and find ing the path to solve problems in the practice of buying public services in C hina.We expect to provide beneficial enlightenment for improving the situation of government buying public service from social organizations in China and promoting the cooperation between government and social organizations from the angle of cooperation mode.The application of cooperation mode between government and social organizations in the purchase of service in C hina mainly focus on four aspects: "subsiding-enabling","authorizing-undertaking","contracting-competing","voucher-clearing".The purchasing practice in C hina exists some problems in macro policy environment,cooperation approaches,the development of social organizations,the specific operation condition.We need to explore countermeasures from perfecting legislation,exploring road,getting rid of barriers,building platform.
