In recent years,domestic and foreign oil and gas pipeline leakage accidents have been a serious threat to our life and property safety and also harmful to the environment.This thesis focuses on the relationship between the accidents and the emergency mechanism,on the present situation and failure causes of the existing mechanisms,and then put forward ways to improve emergency response mechanism effect which is the Construction of Emergency Cooperation Mechanism.By analysing and combing the research achievements of the domestic and foreign researchers,on the base of the analysis to some typical oil and gas pipeline leakage accident cases,this thesis has made use of the theory of public management,emergency management,and other special equipment management theory to find out the causes of urban gas pipeline leakage and impact of the emergency mechanism to the the accidents.Then,combined with field interviews it can find out why our existing emergency response mechanism failures often.The results of this thesis show: Lack of a good and effective cohesion with government emergency mechanism and enterprises'.Based on the analysis above,this thesis proposes a path to improve the existing emergency mechanisms witch is to build emergency coordination mechanism and has made a good use of modern emergency management mechanism design theory to analyse the main objects,media,environment of the coordination mechanism and their relations.Then from the two aspects of organization and information it build an emergency coordination mechanism in order to make a good and effective way to solve the oil and gas pipeline leakage accidents and reduce accident losses.
