| Local government debt has played a significant role in the sustainable development of local and even the national economy and society,infrastructure construction,improve people's livelihood,and so have played a positive role,to a large extent,effectively solve the problem of the lack of a tax management system of local government finance,provided substantial funds available for local economic construction.However,since 2009,the debt risk of local government debt on debt was expanding too fast,such as trends,there is also the subject of debt confusion,multiple,expensive,centralization and from regulatory and other risk management issues,the fiscal,financial,tax and other areas causing systemic damage to a certain extent,affect China's economic and social development.The advent of the new budget law and relevant supporting policies,marking the new local government debt management system was formally established,which to further standardize the management of local government debt and dissolve the local government debt risk in China is of great significance.From the perspective of public management,combined with our debt management system,the new policy,public management theory of local government debt management present a feasible suggestion.First comparative analysis on domestic and foreign research status of local government debt management,through public goods theory,agency theory,restriction of rights theory of new public service theory of local government debt management for scientific analysis and classification.During the study,comparative study,case studies,literature research and chart analysis,analyze problems,causes of local government debt management.Eventually,the combination of Huai ' an economic and technological development zone cases given new budget law of local government debt management in the context of some strategies and suggestions,committed to perfect the resolution of debt risks,standardize the management of local government debt. |
