The government to buy public services is one of the government innovation,its rapid development is the focus of government innovation and diffusion.Since 1995,Shanghai Pudong New Area,the first to start the government to buy public services to explore,this exploration in most parts of mainland China have implemented this innovation,that there is a "innovation and diffusion" phenomenon.The government can effectively mobilize social forces,reduce the cost of public services and improve the quality of public services through the purchase of public services.It is in the interest of our country to further promote and perfect the government's policy of purchasing public services by conducting in-depth and meticulous research on a series of issues involved in the purchase of public services by the government.In view of our country to the government to buy public service research in the field of policy innovation is not a lot of diffusion,so the government to buy public service innovation and diffusion of research has more practical significance.This paper attempts to explore the specific situation and influencing factors of the government's purchase of public service innovation and diffusion.First of all,through the network sampling sample data obtained,we found that China's government to buy public service innovation diffusion curve showing a steep "S-type",in space with a certain time aggregation effect.Then,based on the panel data of China's prefecture-level city government from 2007 to 2015,this paper analyzes the specific situation and influencing factors of the government's purchase of public service innovation by using the analysis of the history of events.The level of pressure,proximity effect,population size and financial resources have a significant impact on the purchase and diffusion of public service in China's prefecture-level municipal government.The administrative level has a negative correlation with the influence of the prefecture-level city government on the adoption of the project,and the level of economic development The impact of the diffusion of public service innovation is not statistically significant.Based on the above analysis of the influencing factors,this paper finds that,in general,the government's purchase of public service innovation is a limited rational learning process under the influence of economic conditions,public demand and superior pressure.
