Research On Countermeasures For Young Civil Servants' Selection And Cultivation On The Basis Of The Political Values Of College Students Taking Civil Service Exam

The improvement of political values of college students taking the civil service exam lies in fully grasping their characteristics.On the basis of the previous analysis,from the perspectives of government agencies,social environments,school education and students themselves,this paper puts forward the following measures: Government agencies should pay attention to the identification of political values,re-training and management of the newly employed civil servants;A good social environment can ensure college students to develop the right political values;Universities should promote the goal and pertinence of the cultivation and rectification of political values;College students who apply for civil servants should take the initiative to actively improve their political level and establish the scientific political values.All of these provide reference for the construction of young civil servants.Young civil servants,as the successors of the socialist cause,represent the future of the motherland and the hope of the nation,shouldering the task of socialist modernization.Their ideological and political quality directly impact the level and the ruling ability of the Communist Party,directly related to the image of the Party and the government.There is a common saying that every skyscraper is built from the ground.For college candidates,as the main force of young civil servants,the research on the status quo and characteristics of their political values can help to probe into the ideological and political quality and optimize selection and training strategies of young civil servants,which is of great significant to construction of the civil service team.The objective of the research is intended to help to pick out excellent graduates with correct political values into the civil service team at the very beginning.In the meanwhile,it also contributes to the cultivation of college students during school and those entering civil servants.In recent years,the values of the civil servants are diversified and utilitarian,which greatly undermine the credibility of the government and the image of the Party and the government.On the basis of predecessors' research,this dissertation adopted literature analysis,interview and questionnaire to find out the following three ways of the status quo and characteristics of candidates of civil servants' political values: the political cognition level of most candidates meeting the requirements,yet a short-term examination tendency;the candidate's political stance being relatively stable and political emotion being sincere and most candidates having political self-confidence,but still some candidates lacking political confidence;most candidates having more senses of political participation,but there still existing a distance between "knowledge and practice".Based on the difference between the whole characteristics of political values of college students taking the civil service exam and the requirements of the political values of civil servants by the Chinese Communist Party and the state,this paper aims to make an analysis of the causes of the differences from the four levels: society,government,universities and candidates.The improvement of political values of college students taking the civil service exam lies in fully grasping their characteristics.On the basis of the previous analysis,this paper aims to put forward some countermeasures to help the government departments and units in the selection and training of young civil servants: to create a clean and honest political environment;improving civil servants to be selected in terms of their political values;giving full play to new recruitment of civil service training;combining the newly employed civil servants' appraisal and management.
