Study On Cross Department Policy And Response Of Managing Illegal Fund Raising Crime

This paper mainly studies the cross sectoral coordination of the crime of illegal fund-raising.The crime of illegal fund-raising is a typical economic crime,which Involved numbers of people,a large amount money and high concealment,which can destruction the social and economic order,make it hard to the disposal process of maintaining stability,even make the national financial management order and people's property security caused a serious threat.In recent years,the scope of illegal fund-raising involving the overall incidence of cases was ever,pose a serious threat and negative influence and financial safety and the normal operation of the economy.In view of the characteristics of the crime of illegal fund-raising,it is difficult to effectively solve the problem of relying solely on the strength of a single department,the cross sectoral collaborative governance has become increasingly prominent.However,the existing researches are rarely involved.Therefore,it is very necessary to t research the crime of illegal fund-raising inter departmental coordination governance for the government departments,especially for the the police department.This study has important theoretical and practical significance to maintain the stable development of society.In this paper,we based on the Chongqing Jiangbei District Public Security Bureau in recent years to investigate illegal fund-raising cases to do our study.This paper is based on the theory of criminal law,economics and inter departmental coordination,and combined with the real case of illegal fund-raising crime of cross sectoral coordination of governance.This paper consists of the following four parts.The first part discusses the concept and facts of the crime of illegal fund-raising.On the basis of defining the connotation and extension of the crime of illegal fund-raising,this paper analyzes the current situation of illegal fund-raising crime in the whole country,Chongqing and Jiangbei District.In the second part,we discusses the types and characteristics of illegal fund-raising cases and the problems of cross sectoral coordination.On the basis of analyzing the types and characteristics of illegal fund-raising cases,this paper analyzes the difficulties and causes of cross sectoral coordination of illegal fund-raising crime.The third part of the case analysis of illegal fund-raising cross sectoral collaborative governance case.we summarize the relevant experience in the case analysis of the former,event,afterwards and the failure,also the successful experience of the provinces of Gansu and Shandong.Last we propssed some suggestions.
