| Background:Pension services as the key project of the current national social security policy,is closely related to public interests.Along with the gradually deepening trend of population aging in our country,society‘s exploration for pension services in recent years always keep always growing.Especially with the weakening of the role of the family,the community-endowment-at-home pattern is understood and by the people.Based on construction guidelines of the WHO older friendly cities and communities,different countries and regions are from their own reality to explore the construction of older friendly cities and communities.Objective:This paper is aimed at drawing lessons from the domestic and foreign experience,exploring the construction of age-friendly community in Yinchuan,which can be supported and participated by the government,social organization coordinate,communities and citizens.In order to improve the level of community service for elderly,to improve the social elderly security system,and to enhance the quality of life of the elderly who live in urban community.Methods:On the basis of building standard put forward by the conference report of WHO's “Global Aging Friendly City Guide”,this paper takes Yinchuan as an example,selects representative indicators,and set up age-friendly community building standard index system through expert inquiry method and analytic hierarchy process(AHP).And then starts from three specific aspects: infrastructure services,community endowment services and social and cultural entertainment services,using the software of SPSS19.0,statistical comprehensive scoring method and descriptive statistics method to conduct the empirical analysis of the elderly community experience,and to evaluate effect of the establishment of age-friendly community in Yinchuan.Results:1.After literature review and field survey,the writer formulates the standard index system for the construction of age-friendly community through the expert consultation,including 19 refining indicators,and by using AHP method to analyze the index system,gives the corresponding weights to the index.The analysis is based on analytic hierarchy process(ahp)software – YAAHP,and the weight results are as follow:three aspects such as infrastructure services,community endowment services and social and cultural entertainment services of age-friendly community,respectively weighs 0.25,0.5 and 0.25.2.Taking age-friendly community building standard index system as measuring tools,the research shows community construction situation of Yinchuan scores 51.20 points.The results show that the community construction of Yinchuan is in the medium level with relatively perfect infrastructure construction,but the community endowment services and building level of the social and cultural entertainment services are insufficient,subject to further improvement and perfection.3.According to the results of the survey of the elderly community experience in Yinchuan,there are several shortcomings of the establishment of age-friendly community.First,The government and society did not pay enough attention to community home care service;second,the role of household pensions is weakened;third,the elderly have a narrow access to social engagement activities.Suggestions:1.The government should strengthen legislative guidance and open the market to the society for old-aged services.2.All sectors of society should participate in the construction of age-friendly community actively,improve and optimize service for the aged.3.The family should convert function and role in pension services,provide guarantee for the elderly who lives in urban community.4.The people in the community should increase the awareness of the community elderly,broaden the channels for social participation of the elderly and make urban elderly live actively and enjoy their aging life. |
