Business process reengineering is the product of higher work efficiency,and has achieved remarkable results in the field of enterprise.With the continuous enrichment and improvement of the relevant theory,business process reengineering is widely used in other fields,such as the government administration process reengineering in the field of public management,etc.Throughout the domestic and foreign government process reengineering,the current research is focused on the public service process,and in the local government in the background of internal government processes in the field of research is not much.The author reads a lot of literature found that,with the further reform of the government work system in China,the current government affairs process transformation has become an obstacle to reform of China's local governments to solve key problems,caused the attention of the society and the country.The local government internal government process reengineering is a huge systematic project,must first to traditional government reform process,breaking the hierarchy boundaries,to determine the division of responsibilities,and strive to build "public satisfaction","standard","advanced technology","efficient and transparent" and "clear responsibility" for the purpose of root the government process.However,the biggest difficulties at present,some local government internal government process reengineering has great difficulty in the transformation of the traditional process encountered a bottleneck,procedures are not standardized,the information is not public,administrative efficiency is not high,upload timely problems still exist.The main reasons for the existence of these problems are the concept of government administration,government management system,departmental interests,government process standards and other factors.This paper uses the government reengineering theory and leadership contingency theory on the Jinjiang municipal government within the government process reengineering research.Based on the statistical data of the Jinjiang municipal government combined with internal government and field survey data,using the survey interview,case analysis,literature research,comparative analysis and other research methods,to Jinjiang city leadership activities business process as an example,analysis of the Jinjiang municipal government internal government affairs process status.The current process of internal government affairs of Jinjiang municipal government is summarized.The process is not clear enough;the implementation of the process is not standardized;the process is weak and the new situation and problems are analyzed and the causes are analyzed.Finally,the local government internal government process reengineering can learn from the experience of Jinjiang City,through the reform of value level;to solve environmental problems;reform the power level of resources;the reform of organizational structure;innovation system;process optimization;perfect performance evaluation system;strengthening technology and security measures,in order to the Jinjiang municipal government to provide valuable reference for the management of local government,internal government process reengineering to provide theoretical reference.
