Research On The Service Capability Construction Of Public Security Organs

With the transformation development of economy and society,the demand for public services is increasing,and the functions of the government are constantly changing to the service.The public security organs,one of the important functional departments of the government,are given more expectation from management to service.The level of its service capability not only determines the level of service-oriented government and the comprehensive ability of the police team,but also is related to the vital interests of the people.From a historical point of view,the focus of the capability construction of public security organs has distinctive characteristics of the times.At this stage,we focus on service capability construction with historical inevitability.From the overall goal of China's reform,the realization of the national governance system and the governance capability modernization must emphasize on the modernization of public services,and the public security services provided by the public security organs are at the basic level.Services provided by public security organs has the legal basis and the necessity of the reality and is determined by the sacred duty-“police for the public,law enforcement for the people,” but also the public security organs adhere to the purpose and take the inevitable line of the requirements of the masses,Emphasizing the ability of public security organs Construction has great practical significance.The starting point of this paper is through the research on this point,to study the current situation and obstacle factors of the service capability construction of public security organs in our country,explores the path of the construction of service capability of public security organs for practical reference and reference for public security organs at all levels,and provides a certain theoretical basis for the deployment.First of all,using the literature research method,the experience summary method,the system research method and the comprehensive analysis method and so on,I collect a large number of domestic and foreign literature which related to police service and summarize the police service ability construction research.Secondly,through sorting out the process of the domestic and international police service capacity construction and having an overall grasp of the status of public security organs service capacity,I sort out the problems and analyze the reasons.What's more,I look for experience of some developed countries(regions)police service capacity building for our learning.Finally,in view of the existing problems of the service capacity construction of public security organs,I explore the public security organs capacity-building path from five directions: establishing the correct service concept,improving police management mechanism and corresponding legal norms,building a participatory police mode,and strengthening the construction of public security basic information,to provide theoretical support and guidance for the service capability construction of public security organs.
