In recent years,police-related network public opinion has been frequently ocurred,which its the complexity is getting higher and higher,it is also greatly increased in two things that the public security organs face the public opinion of pre-warning and dealing with the difficulty work.Hot-degree reflects it that the internet users got the impact and influence as a result of the police-related incident,reflecting the high degree of public opinion.At the same time,the hotdegree also determines that the public security organs deal with public opinion and the guiding measures is in order of importance and urgency.The greater the hot-degree,the faster the action and the stronger the intensity;on the other hand,the smaller the hot-degree,which requires close observation,"the serve without saying",keeping secretly ready for the right time.Quickly and accurately getting the heat of public opinion events,to effectively develop plans,to disposal police-related events and to provide key points for the fastest speed to alleviate public opinion for the public security organs.The goal of this paper is to construct a scientific,rational and practical evaluation index system,Specifically aspects in the following: 1.In-depth analysis and clarify the concept of police-related public opinion,the development of the rule and the constituent element of hotdegree,understanding the role of against the Spiral of Silenc of Internet users,a huge influence of Network Media s Agenda-setting.2.On the basis of study on home and abroad,summarizing the new characteristics of public opinion for the most recent 3 years,according to the selection principle,to initially construct the index system,through the expert interviews to filter and adjust the corresponding indicators to get the final index system,the index system set four dimensions of the 19 final stage indicators that are the event,Internet users,network media and police,including nine subjective indicators and 10 objective indicators,covering the main currently impactive factors of hot-degree value.3.Using the AHP of application software YAAHP V10.5 to build the hierarchical model,entering the two comparison values which are got from Delphi method to determine the index weight,and using the weight to give the evaluation model.4.Many examples of testing and verifying the correctness and the feasibility of this search are presented.Taking police-related public opinion event that is forbidding and restricting motorcycle and ration the power supply as instancing models in Shenzhen,the subjective and objective data was obtained through expert evaluating method.data mining tools catch requiring objective data,subjective data uses the method of non-dimension,thereby calculating the hot-degree value.And according to the index of different levels of indicators,indepth analyzing the things of deep-level influencing factors that forbidding and restricting motorcycle and ration the power supply in Shenzhen,providing certain solutions.Based on the scientific theory and empirical analysis,the evaluation index system can effectively obtain the hot-degree value,enhance targeted and effective ways that the public security organs to monitor,pre-warning and disposal of police network public opinion,which is the current public security organs to deal with police network Effective complement and perfect public opinion.
