On The Cultivation Of The Police's Belief In The Rule Of Law

The core value of people's police is summarized as loyalty,for people,justice and honesty.Extracted by the public security force constantly in the practice of law enforcement,the above phrases are the value of core with characteristics of police profession and the most comprehensive and profound conceptual expressions of the relationships between the police and party as well as between the country and masses.They are also the spiritual pillars for public security organs to fulfill important missions,and the mental strengths for all police work force to strive to make progress as well as the bonds of unity and harmony.Cultivating the police's belief in rule of law is the spirit reflection of the rule-of –law strategy under the new period,the inevitable requirement for the regularized construction of public security force,the selfdemand of the people's police formed in work and life,and the extension of core value of the people's police.The above two have an inevitable and practical connection.Only by advancing rule-of-law belief cultivation under the guidance of core value,can we become impartial,stick to the correct path,overcome the obstacle,and truly realize improvement of police team's overall quality.By aiming at the lack of rule-of-law belief in the people's police,based on corresponding theories,this paper analyzes the reasons from multiple angles and explores practical paths to rebuild the police's rule-of-law belief according to the reasons.It is divided into five parts.The first part is introduction,mainly introduces research background,significance,status,writing ideas and investigation methods of this paper.The second part summarizes relevant theories of rule-of-law belief.Concept definition of the rule-of-law belief is elaborated,the advantages and reasons of replacing legal belief with the rule-of-law belief are discussed,and the importance significance of cultivating the rule-of-law belief is expounded.The third part illustrates the internal relation between the rule-of-law belief of the people's police and core value of the people's police.In this part,the necessity of stressing the rule-of-law belief cultivation under the current background is verified by understanding the meaning of the core value of people's police.In the fourth part,problems in the process of the rule-of-law belief cultivation for the people's police are studied.In this part,the most prominent problems in the rule-of-law belief cultivation for the people's police at present are summarized.Moreover,major reasons causing the lack of the rule-of-law belief are analyzedby making a general survey of the history and combining with the practice.The fifth part puts forward some solutions.In order to achieve the rule-of-law belief rooted in the people's police,measures should be taken in the aspects of legal system,management,education and publicity.We must implement a combination of measures,all-round guide and urge the people's police to qualitatively upgrade their legal knowledge,emotion,consciousness and behaviors in a comprehensive way,so as to effectively promote the smooth development of public security work.
