Study On The Construction Of Public Security Cultural Competitive Goods

The public security culture products which are profound,exquisite,and of good quality are superior products.Being lack in number,of high aesthetic value,and wildly spread,the superior products of public security culture play a strong role in presenting the work of public security bureaus,creating the image of public security organs,spreading the mainstream ideology,improving social conducts,comprehensive understanding of people's police core values,and so on.Since the construction of public security culture is a systematic project,although there are always strong calls for high-quality cultural products among public security organs,it is tough for public security bureaus to launch grassroots cultural construction,which has a great relationship with the lag of the theoretical research on the construction of public security culture.Therefore,it is necessary to clarify the definition and standard of the superior product of public security culture,and to point out the focus of the construction,to carry out the research on external and internal principles of the construction of public security culture,and to provide reference on cultural construction for public security bureaus.Through the review of the course of the construction of public security culture in the past 60 years,this paper explains the connotation of the superior products of public security culture,clarifies the basic types of superior cultural products,finds the existing problems in the construction of superior cultural products,discusses the basic principles of the construction of superior cultural products,and gives the path on construction of public security culture.The paper consists of three parts.The first part is the diachronic investigation of the construction process of public security culture which mainly comprises the definition,scope,function and standard of the superior products of public security culture,and summarizing the achievements and shortcomings of the construction of public security culture by tracing the construction of public security culture in different periods.The second part is theoretically analyzing the types and focus of the public security culture construction.By the introduction of cultural stratification theory,the practice of the public security culture construction is divided into three levels: the material layer,the institutional layer and the spiritual layer which takes the largest proportion,and points out the construction focus is literary and artistic works of the public security.The third part is,according to the characteristics of the superior products of the public security culture,putting forward the path of the construction of public security culture which includes three parts: the basic principles,external construction and internal construction.Stressing the focus,comprehensive consideration,result orientation,and grassroots orientation is the basic principles;institutional guarantee,leading body,material inputs,and personnel training are elements of external construction.Internal construction is the most important sector,and construction strategies are given,mainly from the aspects of content and form,rules and techniques,inheritance and innovation,appreciation and acceptance.
