The implement of personal safety protection has over one year,there are quite a few research on the implementation of the primary-level organizations.Compared to the organizations at the primary-level,more research focus on women's federation organization's critical activities.Overall,studies of personal safety protection focus on the perfection of the law,to improve and perform trouble on the legislative process.Specifically,in the legislative process,application and enforcement procedure is gradually perfect.Controversial stays on the scale of the judicial intervention.Domestic violence relief means and informal support is still in need.Personal safety protections have great significance to solve domestic violence.But,Corresponding legal guidances are still in lack.Therefore,obstacles exist in the implementation.The paper summarizes the experiences in order to find the way to perfect procedures and solve problems.Providing clear theoretical basis for implementations to avoid caused by law of the fuzzy theory and the practice operation is not unified.Avoiding indirect hinder to the protection order in the implementation of primary-level organizations.This article divided into three parts to argue the problem of personal safety protection at the primary-level organization of the implementation.The first part will emphatically analyzed the personal safety protection to the current development situation,in theory and practice,presents the trend of development.The second part will analyze the field survey data and analyze the primary influence factors of organizing the implementation and results of correlation,in order to break through the implementation of the present way.The third part,will analyze the basic-level organization implementation process,puts forward Suggestions on outstanding issues in the implementation.Through the analysis of related issues,this paper argues that the implementation of protection function of executive main body is unknown,external support is sick,implementation methods and measures need to be clear,the implementation of the subsequent supervision is difficult to guarantee.The main solution is to increase the protection order related writ species,mainly by supervision and made it as the center,the purpose is to solve the problem of unclear function related organizations and groups.The primary-level organization in the position of the supervision has been clear and set the position of "supervisor".To classify the different conditions in effect at the time of applying for a protective order and do some evaluation work of the protection order and content clear down from the program.Put forward the corresponding legal relief program to reject to carry out protection and in violation of the protection order.
