The development and progress of society promote the enhance of people's material and cultural life.The popularity of the Internet pushes forward people to enter the all media era.The distance between people is drawn into a global village in the virtual space.In the village,people communicate smoothly,and people's democratic consciousness,environmental awareness,and legal awareness improve increasingly.The fast development of city leads to public facilities insufficient,in recent years,the built of public facilities with negative externality is rejected by residents frequently,because all these facilities bring benefits to the public while its negative externality is borne by the residents nearby.The government and relevant public sectors launching some projects forcely,the public strugglling to resist will cause a series of environmental group NIMBY conflict events.In the age of all media,achieving the effective governance of NIMBY conflict is imminent.On the basis of research results at home and abroad,this paper will obtain the opportunities and challenges in governance of NIMBY conflict in the media era in China.On the basis of the comparative analysis of the NIMBY conflict events mainly occurred in China in recent 10 years,this paper will summarize the achievements,problems and causes in the governance of NIMBY conflict in China.This paper will analyze the dilemma of our government in the governance of NIMBY conflict and the function of all media information dissemination in practice through these examples: Beijing Asuwei waste incineration power plant incident;Ningbo PX event;Sichuan Shifang HTC molybdenum copper incident.This paper will use media theory,collective action theory,governance theory and two levels of communication theory as a theoretical guide,learn foreign NIMBY conflict events governance mode,combine with China's actual conditions,finally obtain the countermeasures avoiding conflict events according to the main problems in the governance of NIMBY conflict in China.This article will analyze the governance of NIMBY conflict in the background of all media era,compared with the traditional media and new media era,then provide important inspiration for the governance of NIMBY conflict in China.
