The problems of the administrative law enforcement of chengguan have happened frequently,which puts chengguan team in the spotlight.With the images of chengguan team from the "hitting people" to "being beaten by them" and from "smiling" to "kneeling down",this group behavior has been complicated and confusing.In order to explore why the law enforcement behavior of this group deviates from the original intention of the law enforcement,the researcher will start from the perspective of organizational routines to look for the theoretical foundations of the evolution from the ostensive aspect to the performative aspect,and find out the problems of the doer of adapting to the internal and external environments of the organization,the management styles,the organizational rules and the organizational structures behind the duality differences.And meanwhile,based on this theory,the researcher will deeply explore the workplace of this group,and will pull away the adaptive behaviors of chengguan group in terms of the vague policy texts,the organizational rules,the external environments,the organization cultures,the leadership styles of the system,the locations of the organizational structures and the capital scarcity after investigating the field,collecting,sorting,analyzing and reasoning the semi-structural interview data.The research shows that the behavior option of the law enforcement work of chengguan tends to focus on the obligatory targets and neglect the understanding of the policy texts;with the rule requirements of “maintaining the stability” and the mutual benefit relationship established with the law enforcement object,the rule priority shall be automatically identified in accordance with the current circumstances when the rules hedge each other;complexity and diversity of the law enforcement object have forced to make the option of the law enforcement images;while the phenomenon of the “nonfeasance” in the process of the law enforcement has forced to be caused by the “stereotype” of the public opinions;the concept of the law enforcement of “making concessions to avoid troubles” among the whole organization members have been obtained,the identity of the culture training has not been understood and explored deeply,and the staffs are always reluctant to work to have more leisure because of the missed promotion;the leadership style of the system shall be adapted,the capacity of the cognitive judgment has been continuously lost,and the decision of the leader shall be absolutely obeyed;the structural location of the organization and the capital scarcity shall be adjusted,all obstacles encountered in the law enforcement work have been gradually formed,the social networking shall be used to apply for the external assistance,the limited discretionary power shall be used to seek the personal self-interest,and the groups of working members shall conduct the inspection,which is the behavior style.In conclusion,with the consideration of the conflict and structure crises and the guidance on the ostensive aspect of the law enforcement routines of chengguan team,the behavior option has been affected by the driving factors of adaption which come from four aspects,the organizational action rules,the management styles,the organization cultures and the adaption of the climate change,which forms the performative aspect of the law enforcement routines.Thus,the researcher will put forward to the suggestion of rebuilding the performative aspect from the "adaptive" law enforcement routines to the “flexible” law enforcement routines.
