Employment rights plays an important role in working right of citizens,which has a link with the harmony as well as the stability of our society.“Employment Promotion Act”enacted in 2007 stipulates the promotion of employment.Economic development and culture differ from area to area,so do local employment issues.Because of these differences,the emphasis of legislation on employment is on the general problems.However,the local employment problems are only addressed by local legislation.After the enaction of “Employment Promotion Act”,“Employment Promotion Regulations” has been adopted by 21 provincial legislatures.The analysts on these local regulations are the key basis of the current implementation of these regulations.So the 21 local legislations are chosen to analyze the resolutions compared with the stipulation and the breach of higher-level laws.After comparison and analyst,conclusions are made that although great efforts have been made by local legislatures,the enaction and the novelty on these regulations are far from expectation and the breach of higher-level laws still exists.Owing to the deficiencies on legislation,some suggestions are made improving employment and promoting local legislation.
